Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov held an All-Russian meeting for the heads of executive bodies of the constituent entities of the Russian Federation exercising public administration in the field of education.

Participants of the event discussed the results of the implementation of the national project “Education” and the development of the Education Development Strategy until 2036 with a perspective until 2040.

First Deputy Head of the Russian Presidential Administration Sergei Kiriyenko addressed the meeting participants via video link and noted that colossal work has been done in the field of education and training of the younger generation.

Dmitry Chernyshenko emphasized that following the implementation of the national project “Education” the industry managed to achieve significant results.

Russia has improved its position in international rankings, entering the top ten leading countries for the quality of education and the top five for the results of international school Olympiads. Also, today in the country there is one hundred percent accessibility of preschool education, the third shift in schools has been eliminated, work on the implementation of unified state textbooks has been finalized, the content of the educational standard for each subject of secondary education has been specified, and new standards have been created in the field of secondary vocational education.

“The “Professionality” program was the first project in many years that stimulated the secondary vocational education system and showed a real opportunity for parents to send their children to colleges, where, under an accelerated program, they can acquire working professions and successfully enter the labor market. More than 230 thousand students participating in the “Professionality” program are trained for enterprises in key sectors of the economy,” said Dmitry Chernyshenko.

He added that also within the framework of the national project “Education”, 370 colleges were modernized, and large-scale construction and renovation of schools and kindergartens provided millions of children with access to high-quality modern education: more than 1.3 thousand schools and almost 1.7 thousand kindergartens were built , about 4.5 thousand school buildings were renovated and over 18.5 thousand “Growth Point” centers were opened.

“We will systematically develop mathematical and natural sciences, planning to improve the qualifications of 210 thousand teachers. At the initiative of President Vladimir Putin, a network of 12 flagship schools using modern technologies is being created. Infrastructure renewal will continue: targeted construction of 150 schools and renovation of more than 11 thousand existing ones. By 2030, we must also train 2 million specialists for key sectors of the economy, creating more than 500 educational clusters and renovating about 1.4 thousand colleges,” said Dmitry Chernyshenko.

The Deputy Prime Minister also spoke about the task set by President Vladimir Putin to develop an Education Development Strategy until 2036 and with a long-term horizon until 2040. Industry experts, scientists, representatives of business, the parent community, development institutions, federal, regional and municipal executive authorities are involved in the preparation of the strategy. To date, 14 working groups have been formed.

“This is a historic moment, as the previous attempt to develop a similar strategy was made in 1986. We are now working on a document that will determine the future of the country for decades to come. This is a huge privilege and a huge personal responsibility for everyone,” added Dmitry Chernyshenko.

Minister of Education Sergei Kravtsov said that the indicator of Russia’s entry into the top ten best countries in the world in terms of the quality of education has been achieved. He emphasized that the number of lagging students has decreased, and work is underway to support talented students.

“We have reached 100% accessibility of preschool educational institutions. It is important for us to keep him. As part of new national projects, we will build 100 more kindergartens and begin a program of major renovations of kindergartens. We are faced with a new long-term task, so that in the field of school education, we bring all schools in our country to a standard state by 2030, and at the same time work on the quality of the infrastructure of secondary vocational education,” said the Minister of Education.

The head of the department recalled that unified federal programs have been developed, unified state history textbooks for high schools have been prepared, and starting from the next academic year, schools will begin to study using social studies textbooks for the 9th grade and history textbooks for the 5th–9th grades. Social studies textbooks for grades 10–11 will be ready in the near future.

The head of the Ministry of Education noted that the new national projects will meet the following goals: developing the potential of each person, creating a comfortable and safe living environment. He said that the national project “Youth and Children” includes 6 federal projects, in the implementation of which the Ministry of Education participates.

The head of the Federal Service for Supervision in Education and Science, Anzor Muzaev, recalled the importance of developing the natural sciences of education.

“Starting next year, we will count how many schoolchildren received high scores in natural science subjects, and how many students did not cross the minimum thresholds. Our task is to ensure that the number of children who choose these subjects grows. The number of students who pass natural science subjects with 60 or more points should also increase. The sovereignty of our country in the future depends on this,” noted Anzor Muzaev.

Chairman of the Federation Council Committee on Science, Education and Culture Liliya Gumerova appreciated the large-scale work carried out in the field of educational infrastructure. According to her, all constituent entities of the Russian Federation have become full participants in the program for the construction and overhaul of schools. In addition, Liliya Gumerova made a proposal to introduce primarily domestically produced equipment into the standards for equipping schools. This practice has already been used in equipping schools in the returned regions of the country.

The chairman of the State Duma Committee on Education, Irina Belykh, as well as the leaders of the working groups on developing the Education Development Strategy until 2036 with a perspective until 2040, spoke to representatives of the regions.

The All-Russian meeting for heads of executive bodies of the constituent entities of the Russian Federation exercising public administration in the field of education is taking place from December 13 to 14. Representatives of 89 regions, as well as rectors of 37 pedagogical universities, take part in it.
