As part of a working trip to the Primorsky Territory, Deputy Prime Minister – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District, Yuri Trutnev, held a meeting on the implementation of long-term plans for the comprehensive socio-economic development of the Primorsky Territory for the period until 2030, and got acquainted with the project for the construction of a sniper training center in the Nadezhdinsky district ” East”.

“On behalf of the President of the Russian Federation Vladimir Vladimirovich Putin, plans for comprehensive socio-economic development have been developed and are being implemented in the Primorsky Territory. Such plans have been created for the Vladivostok urban agglomeration (Vladivostok and Artyom) and the urban districts of Nakhodkinsky, Ussuriysky, Arsenyevsky, Bolshoi Kamen. In total, until 2030, the development plans of the six cities provide for 436 events. For 30% of them, funding sources have already been identified. Following the plenary meeting of the Eastern Economic Forum, the President instructed to allocate an additional 100 billion rubles in infrastructure loans for the implementation of master plans for the Far East. The Russian government is developing a procedure for distributing these funds. The master plans have been implemented for a year now. We can sum up the first results,” Yuri Trutnev opened the meeting.

In 2024, the implementation of 60 measures in the development plans of the Primorsky Territory will be completed. “The overhaul of 14 kindergartens and 14 schools has been completed, 40 territories have been improved, a hospital and six cultural facilities have been overhauled, trolleybuses and buses have been purchased. The implementation of projects for the construction of Artyomovskaya and Vladivostok CHPPs has begun. In Arsenyev, work has begun on creating a ski resort using the Far Eastern concession mechanism. Four apartment buildings have been built in Ussuriysk. A clinic is being built in Nakhodka. Funds have been allocated for the improvement of the Minnoy Gorodok park,” Yuri Trutnev emphasized.

As a result of the implementation of master plans for the Primorsky Territory, the population is projected to increase by 8.5%, the gross regional (urban) product will increase by 36%, and the quality index of the urban environment will increase by 43%.

According to the Governor of the Primorsky Territory Oleg Kozhemyako, the region is making every possible effort to provide funding for the events. For this purpose, funds from the regional budget are allocated. Funds are used through infrastructure and treasury loans. Businesses are involved in the creation of objects. For example, through the concession, a ski resort is being built in Arsenyev and the Minnogo Gorodok park, a school for 1.1 thousand places in Ussuriysk, and a curling arena was built in Vladivostok. There is interaction with big business within the framework of social partnership. The Samolet construction company has financed a skatepark in Vladivostok, and with the support of Sber, the city’s central square will be transformed. In Arsenyev, Promsvyazbank and the Russian Basketball Federation will build a sports ground. In Nakhodka, the Vostochny port built an ice sports complex, and Transneft built a first aid station.

“Given the scale of the tasks in the long-term plans and their significance, the work has been placed under special control. The headquarters at the regional Government level regularly takes place. All city leaders are involved. Municipalities are tasked with creating project offices. We promptly consider risk areas at my planning meetings,” explained the head of the region.

In order to control and monitor the financing and implementation of master plans for the Far Eastern Federal District, the Ministry of Eastern Development of Russia has developed and launched an information system for project management. “The most important task is to manage the process of implementing master plans. For this purpose, the Ministry for the Development of the Far East and Arctic has developed a system of constant monitoring of this work,” said Yuri Trutnev.

“The six master plans of Primorye account for one third of all projects envisaged by the master plans of the Far East, both in terms of volume and number of works. I would like to note and thank the Primorsky Territory for the high level of execution of master plans. In the future, we will pay special attention to the implementation of large-scale housing construction projects, which are planned, including projects for the integrated development of territories, as well as to the timely submission of budget requests. In order to submit a budget request, you must first design the appropriate facility. Such control is aimed at ensuring that all activities planned by 2030 are completed,” reported the Minister for the Development of the Far East and Arctic Alexey Chekunkov.

Summing up the meeting, Yuri Trutnev once again drew the attention of those present to the need to carry out the instructions of the head of state. “The implementation of master plans is a large-scale and important work. This work should have a significant effect on improving the quality of life in the Far East. We will constantly monitor how this work is progressing and ensure that the effectiveness of the work in carrying out the instructions of the President of the Russian Federation is high,” said Yuri Trutnev.

Yuri Trutnev also heard a report from the Governor of the Primorsky Territory, Oleg Kozhemyako, on the construction of the Vostok sniper training center in the Nadezhdinsky district. The training ground will be built jointly with the Combat Sniping Federation, the Government of the Primorsky Territory and the Warrior center for military sports training and patriotic education of youth.

“Primorsky Krai analyzed the region’s needs and financial capabilities. We met with Oleg Nikolaevich Kozhemyako. He confirmed that Primorye is ready to build a modern training ground. We will be working on this issue in the near future. If we do it, it will be done through joint efforts. If we make a positive decision, we will begin to build a landfill.
