Deputy Prime Minister Dmitry Chernyshenko held a working meeting on the results of the 2024 summer health campaign and identifying priorities for the next season.
It was attended by Deputy Chairman of the State Duma Irina Yarovaya, Minister of Education Sergei Kravtsov, Chairman of the State Duma Committee on Family Protection, Issues of Paternity, Maternity and Childhood Nina Ostanina, representatives of the Ministry of Health, the Ministry of Culture, the Ministry of Sports, Rospotrebnadzor, the Ministry of Internal Affairs of Russia, the Ministry of Emergency Situations of Russia, and Rosmolodezh.
“This summer, more than 39 thousand children’s camps of all types operated in Russia, which is 173 organizations more than last year. In total, over 5.7 million children spent their holidays there – about 30% of the total number of schoolchildren. The amount of funding for the children’s recreation program continues to increase. In 2024, it amounted to 83 billion rubles, which is 15 billion more than in 2023. Since last year, on behalf of President Vladimir Putin, we have been implementing a program to modernize children’s camps. Thanks to her, it was possible to provide additional rest for more than 200 thousand children,” said Dmitry Chernyshenko.
According to the Deputy Prime Minister, the State Duma pays special attention to issues related to children’s recreation and health improvement. On October 1, at the government hour, key aspects were considered – from the accessibility and safety of recreation to its quality standards, which led to the adoption of a resolution that defined joint tasks for the near future.
The Deputy Chairman of the Government thanked the deputies and personally the Chairman of the State Duma Vyacheslav Volodin, as well as the Federation Council headed by Valentina Matvienko for their involvement in resolving issues related to children’s recreation.
Dmitry Chernyshenko emphasized that his organization falls under the powers of the regions, and called on the subjects for active interaction and fruitful work.
“We have already begun preparations for the 2025 summer health campaign. The key task is to develop the infrastructure of children’s camps. We will attract investments, including within the framework of public-private partnerships, for construction and modernization, and will continue to support enterprises that are ready to create conditions for recreation and recreation for the children of employees. In addition, we plan to conduct an inventory of abandoned student bases for their further restoration and adaptation for children’s recreation. It is also important for us to receive feedback from the parent community in order to improve the work of the camps. We will solve these problems together, coordinating our efforts,” noted Dmitry Chernyshenko.
“The State Duma has set a new standard and raised the solution to children’s recreation issues to a qualitatively new level. On behalf of the Chairman of the State Duma Vyacheslav Volodin, a special meeting of the Council of the State Duma was held, a government hour was held, following which specific recommendations were given to the Government. And the Government immediately put them to work. We have practically created a good legal basis for the region’s work in organizing and conducting organized recreation for children. At the initiative of the Parliament, a new turn was made in increasing the attention of the Government and heads of constituent entities to the organization of children’s recreation,” said Deputy Chairman of the State Duma Irina Yarovaya.
“All the recommendations of the Duma – and this is a specific action plan – are the basis for the Government’s instructions given to departments and regions. Moreover, each point of the State Duma’s decisions at the end of the government hour is substantively important. This includes financing, infrastructure, education, and health improvement. The budget for the next three years includes additional funds in the amount of 3 billion rubles for the creation of infrastructure for children’s recreation. The State Duma consistently acts in the logic of solving the tasks of supporting family and childhood set by the President of the Russian Federation,” emphasized Irina Yarovaya.
Minister of Education Sergei Kravtsov drew attention to the fact that one of the important tasks is the formation of a strategic document on the issue of organizing recreation and health improvement for children.
“Irina Anatolyevna Yarova’s bill, prepared jointly with colleagues from the State Duma, obliging children’s camps to apply a unified education program, has already been adopted in the first reading. And we hope that at the end of this year it will be signed and already in the next children’s health campaign we will work according to a unified education program. Today it is undergoing expert discussion within a separate working group. We ask you to send us your proposals and your successful practices by the end of the year so that we can comprehensively prepare the document and be able to take into account all the features of children’s camps,” noted Sergei Kravtsov.
He said that with the support of the Federation Council, in the federal budget for 2025 and the planning period of 2026 and 2027, the amount of funding for the program for modernizing the infrastructure of children’s camps has been increased – from 2 billion to 3 billion rubles annually. At the same time, a list of more than 60 regions participating in the program has been determined. In 2024, more than 40 regions will take part in the program.
Sergei Kravtsov drew attention to the fact that, together with the Ministry of Digital Development, the Ministry of Education is working on the issue of digitalization in the field of children’s recreation. He added that all children’s camps will be required to have their own website on the Internet. This will help refine the information portal detskyotdykh.rf and fill it with specific information for parents for each children’s camp.
