Thanks to the national project “Safe Quality Roads”, a large-scale renewal of the rolling stock of public transport in the country began in 2020. Over five years, 13.7 thousand new buses, trolleybuses, trams and electric buses have been delivered to Russian regions, said Deputy Prime Minister Marat Khusnullin.
“Comfortable travel on public transport is included in the basic requirements for the development of the urban environment; it is one of the significant indicators of people’s quality of life. Therefore, work in this direction is being actively carried out. In particular, thanks to the national project “Safe Quality Roads”, from 2020 to 2024, it has already been possible to update 13.7 thousand units of rolling stock, more than half of this amount was done last year. To improve the quality of service for passengers, increase the safety and accessibility of public transport, a Transport Strategy has been formed and approved. Work on updating transport will continue under the new national project “Infrastructure for Life,” said Marat Khusnullin.
As part of the national project “Safe Quality Roads,” in 2020–2022, public transport rolling stock was supplied to the constituent entities of the country thanks to the subsidization of preferential leasing of JSC State Transport Leasing Company at the expense of federal funds. Since 2023, other opportunities have been added – subsidizing preferential leasing of State Transport Leasing Company JSC at the expense of the National Welfare Fund, projects for the integrated development of urban electric transport using a concession model, providing special treasury loans, as well as co-financing from the Government Reserve Fund.
“Today, updating public transport is not just an improvement in infrastructure, it is an investment in the future of the country and its regions, where everyone can get from one point to another along a convenient route, and the environment and comfort will become priorities for everyone. In particular, in 2024, more than 7.7 thousand units were sent through the Ministry of Transport of Russia to 70 regions – about 7.3 thousand buses, 145 trolleybuses, 230 trams, 46 electric buses,” noted Minister of Transport Roman Starovoyt.
For example, in December 2024, the Republic of Dagestan received 47 buses purchased through preferential leasing from State Transport Leasing Company JSC at the expense of the National Welfare Fund. The vehicles are distributed among route lines No. 66 and 67 in Makhachkala, and are also sent to the suburban villages of Shamkhal-Termen, Zagorodny, Shamkhal, Sulak, Novy Khushet.
The buses are equipped with air conditioning, cashless fare payment terminals, and a video surveillance system. The rolling stock is equipped with satellite navigation, information displays, an audio information system, Wi-Fi; the cabin has ramps and special places with wheelchair mounts.
In 2024, the Republic of Karelia purchased transport for the first time within the framework of the national project. New low-floor trolleybuses of the Avangard brand arrived in the region thanks to the subsidization of preferential leasing by JSC State Transport Leasing Company at the expense of federal funds. By the end of the year, 27 new cars were running on seven city passenger routes in Petrozavodsk. They are all equipped with modern security systems.
In the Krasnodar Territory, in 2024, as part of projects for the comprehensive development of urban electric transport, 20 trams produced at the Ust-Katav Carriage Plant were purchased using a concession model. Also, as part of the concession agreement, 16 Volgabus electric buses purchased a year earlier began operating in Krasnodar in 2024. In total, in 2022–2024, 212 buses, 16 electric buses and 20 trams were sent to the region under the national project.
