Since 2022, using funds from infrastructure budget loans (IBK), work has been underway to update the infrastructure of the regions, including the construction of social facilities. More than 40 such institutions have already been put into operation, said Deputy Prime Minister Marat Khusnullin.

“Thanks to the use of IBC, new modern institutions necessary for treatment, education and sports are appearing in the regions. Cumulatively, since 2022, when this financial support mechanism was launched, 43 facilities have already been commissioned in 14 regions, including 8 schools, 25 kindergartens, 8 hospitals and clinics, and one sports facility. According to preliminary data, 13 facilities were commissioned last year alone, including four clinics, four schools and three kindergartens. New institutions help reduce the burden on existing ones and meet modern comfort requirements,” said Marat Khusnullin.

In total, about 47 billion rubles were allocated to the IBC in 30 regions of Russia for the construction and equipment of social infrastructure. This work is ongoing.

“The program of infrastructure budget loans, operated by the Territorial Development Fund, has established itself as an effective tool for creating socially significant facilities. In 2024, work was completed in seven regions of the country – Vladimir, Lipetsk, Moscow, Novosibirsk, Sverdlovsk regions, the Republics of Crimea and Sakha (Yakutia),” noted Ilshat Shagiakhmetov, General Director of the Territory Development Fund.

The mechanism of infrastructure budget loans is part of the Government’s socio-economic initiative “Infrastructure Menu”. The program is curated by the Ministry of Construction, and the operator is the Territorial Development Fund.
