The infrastructure budget loan instrument provides regions with the opportunity to update the necessary infrastructure, including road facilities. During the entire period of the program, almost 460 km of roads were introduced, said Deputy Prime Minister Marat Khusnullin.

“In total, 1 trillion rubles of infrastructure budget loans were previously allocated for the commissioning and implementation of 983 infrastructure facilities and activities. IBCs also help develop the road network in the regions, which is one of the main impulses for increasing the comfort and well-being of Russians. To date, since 2022, 458 km of roads have been commissioned with the assistance of IBC funds. Even if this is a small figure on a national scale, each of the sites is important for residents. These are not only major roads connecting populated areas, but also entrances to residential areas, social institutions and other routes that people use every day,” noted Marat Khusnullin.
In total, the IBC allocated about 230 billion rubles for the construction and reconstruction of 207 road infrastructure facilities. These are roads and bridges with a length of 727.5 km on the territory of 51 regions of Russia.
“Including over the previous year, thanks to the IBC, 28 road facilities with a length of more than 300 km were built and updated in 18 regions. For example, with the involvement of an infrastructure budget loan, they built a bypass of Tolyatti with a bridge across the Volga, the Alekseevskoye – Almetyevsk section as part of the Shali – Bavly highway in Tatarstan. In addition, a bridge over the Upa River in Tula, Farman Salmanov Street and a transport interchange at the intersection of Melnikaite and Druzhby streets in Tyumen, as well as access roads to new residential areas in Novocheboksarsk and Omsk were introduced. This is only a small part of the work that will continue in the new year within the framework of the national project “Infrastructure for Life,” said Ilshat Shagiakhmetov, general director of the Territory Development Fund.
The mechanism of infrastructure budget loans is part of the Government’s socio-economic initiative “Infrastructure Menu”. The curator of the IBC is the Ministry of Construction of Russia, the operator is the Territorial Development Fund.
