Good afternoon, dear colleagues!
Today is Rescuer Day. In our country this is one of the most respected professions. I would like to wholeheartedly congratulate the employees of the Ministry of Emergency Situations and the head of the department, Alexander Vyacheslavovich Kurenkov. Professionals who come to the aid of citizens in trouble around the clock, are engaged in eliminating the consequences of fires, accidents, natural disasters, and various types of man-made disasters.
Now the situation due to the oil spill and contamination of the territories of the affected regions is classified as a federal emergency. Everything needs to be done there to minimize the negative impact on people and nature. I ask all members of the Government to help both Alexander Vyacheslavovich and his colleagues who are involved in eliminating the consequences in this matter.
And I would like to express my gratitude to all employees of the Ministry of Emergency Situations for their heroic work and dedication. Happy holiday, with all my heart!
Before we move on to the agenda of the meeting, I will tell you about the decision made, which concerns further support for qualitative transformations in Kuzbass. Our large industrial center in Western Siberia should become more comfortable for families to live and raise children.

Recently, the region has already undergone serious changes for the better. In particular, the northwestern bypass of the regional capital with a new bridge across the Tom was recently opened. Motorists and local residents have been waiting for this bypass for more than 50 years. The first part of the runway at Kemerovo Airport has been reconstructed. The housing stock, public transport, energy and engineering infrastructure are being renewed at a high pace. Employment in small businesses is growing.
All these are the results of implemented activities within the framework of a four-year program for the socio-economic development of the Kemerovo region.
On instructions from the President – he also held a large meeting – we will extend it for the next six years. And we will allocate about 30 billion rubles from the federal budget for this. And the total amount of funding, taking into account all sources, including extra-budgetary investments, should exceed 80 billion rubles. I would like to especially thank Alexander Valentinovich Novak, Maxim Gennadievich Reshetnikov, Roman Vladimirovich Starovoyt, and colleagues who locally resolved issues related to the extension of the program. We also looked at the results already obtained and made all the necessary decisions in accordance with the instructions of the President.

This will help solve the region’s primary problems, including improving transport accessibility and tourist attractiveness. We will also continue to stimulate the activity of small and medium-sized businesses, pay attention to strengthening human resources, increasing the efficiency of the coal industry, which remains a significant driver of economic and social growth in Kuzbass.
Colleagues, it is necessary, together with the authorities of the Kemerovo region, to ensure strict implementation of all planned activities. And follow the investment programs that were envisaged for the transformation and renewal of economic development of the Kemerovo region. As we planned back in 2021.
Also about supporting the production of our own electronics in Russia. This is a key direction for achieving technological sovereignty, the need for which the President emphasized.
The government has already made decisions on various types of assistance for the electronics industry, including radio electronics. This includes access to preferential financing through development institutions, subsidized loans, and a number of significant relaxations on payments to the budget and insurance premiums.
From January 1, we will extend preferences for the payment of income tax to enterprises that produce equipment for the production of electronic components. Now the rate for them will decrease three times and amount to 8%.
We are talking about such high-tech devices as modern machines for processing materials, equipment for growing semiconductor crystals and their further formation, for arranging microcircuits, boards, as well as for assembling finished devices.
This tax benefit will be in effect for the next three years, so that working conditions in this area will continue to be as attractive as possible, ensure a return on investment, and help expand production. And what is important is that these enterprises can pay decent wages to their employees.
Today on the agenda of the meeting is an issue that concerns regional healthcare. On instructions from the President, we continue to modernize primary care throughout the country.
The government will allocate almost 580 million rubles for the construction of medical institutions in two Russian regions. Of these, the majority – almost 420 million – is intended for a new multidisciplinary children’s clinical hospital in the Kursk region. I got acquainted with the project for its creation earlier when I visited this region. And with Roman Vladimirovich Starovoyt – he was then the governor of the region – we discussed such an initiative in detail. The construction of a modern medical organization will increase the availability of care for young patients, including specialized and high-tech care. She is really needed there.
About 160 million more rubles will be used to co-finance the construction of an infectious diseases hospital in the Komi Republic. First of all, to advance the purchase of large-scale medical equipment, which must be provided for at the current stage.
Mikhail Albertovich (addressing M. Murashko)it is important to ensure the conclusion of agreements with the governments of the Kursk region and the Komi Republic on the provision of subsidies by the end of the year. And carefully monitor that all plans are implemented on time. These are projects that people really need. This, by the way, applies to everyone. Subsidy agreements need to be closely monitored. Literally in the first week after the New Year, I will be holding a meeting on how we fulfilled all the instructions that were given.
On to another topic.
Recently, with the participation of the head of state, a number of significant transport and road infrastructure facilities were put into operation.
The President highly appreciated the professionalism of the employees who worked on them and the coordinated interaction with the regional authorities, while emphasizing that there is still a lot of work ahead and it must be continued.
Today we will consider the issue of allocating over a billion rubles for the construction of a bypass for five settlements on the Kazan-Ekaterinburg route.
This is an important measure; it will allow the maximum volume to be completed by the end of this year, ensuring high readiness of the facilities on this highway.
And we will allocate another one and a half billion rubles to create a road bypassing Oryol. The need for it was discussed with the head of the region during a working trip to this region. The funds will be used to prepare the area where this route will run and will speed up its construction.
The pace is high. I ask the Ministry of Construction to do everything possible to preserve it. Continue to actively expand the road network and increase the connectivity of Russian populated areas.
