Deputy Prime Minister Dmitry Chernyshenko held a working meeting with Governor of the Novgorod Region Andrei Nikitin. The parties discussed the development of science, education, youth policy, sports and tourism in the region.
“The Novgorod region is actively using support measures aimed at increasing the scientific, technological and educational potential of the region. Novgorod State University participates in the “Priority-2030” program and the “Advanced Engineering Schools” federal project. A modern university campus is being built in Veliky Novgorod. Such projects contribute to the development of the scientific and educational sphere in the region and the achievement of technological leadership – a national goal set by President Vladimir Putin,” the Deputy Prime Minister emphasized.
One of the main issues was the consideration of the project for the development of the scientific and educational center “New Electronics”. It involves creating an infrastructure for testing new technological solutions and training personnel. The project is strategically important for the Novgorod region and the country as a whole: it will cover the need for an ultra-high-frequency electronic component base of up to 1 million crystals per year.
“For the Novgorod region, this is the creation of 1 thousand high-tech jobs and the development of advanced technologies in the field of semiconductor microelectronics. Thanks to the implementation of the project, we also expect to create a system for training highly qualified personnel. The creation of a scientific and educational center is a real contribution to the future for the successful development of science, technology and education in the region,” the governor noted.
The REC development project provides for the construction of a semiconductor materials science building on the basis of the infrastructure of the Intelligent Electronics – Valdai Scientific and Technical Center and the acquisition of relevant research, technological and educational equipment. The project is being carried out by Novgorod State University named after Yaroslav the Wise and the government of the Novgorod region. The Advanced Research Foundation and enterprises will take part in its implementation, at whose sites production and development of technologies will be established.
“At the last meeting, I told you about plans to build the building using extra-budgetary funds. I’m ready to report to you that we have fulfilled our obligations, the Novgorod region has begun construction of this building,” said Andrei Nikitin.
The creation of a laboratory building for semiconductor materials science will be a new stage in the development of the infrastructure of the Intelligent Electronics – Valdai Scientific and Technical Center, built on behalf of Russian President Vladimir Putin.
As part of the national project “Science and Universities,” a modern university campus is being built in the region. It is planned to build five residential buildings with 4 thousand places and a multifunctional complex. Preparatory work has already been completed, work has been carried out on the technological connection of external engineering networks – water supply, sewerage, gas supply, communication networks.
In 2024, Veliky Novgorod hosted the final of the High Technology Championship for the second time. Representatives from 81 regions of Russia and about 20 foreign countries took part in it. 26 companies became partners of the championship, in particular Roscosmos, Rosatom, Rostec, 1C-Soft, NPO Kvant and others. The plans for 2025 are to increase all these indicators.
Andrei Nikitin invited Dmitry Chernyshenko to come to Veliky Novgorod next year to visit the championship sites and the modern university campus.
“Thanks to the national projects “Education” and “Demography”, new places in preschool and general education organizations have been created in the Novgorod region. In the region, more than 82% of children are enrolled in additional education, which exceeds the target. The indicator was also exceeded in terms of coverage with quantoriums and “IT-cubes,” noted Dmitry Chernyshenko.
The head of the region said that from 2022 to 2025, 58 buildings in the Novgorod region will be renovated under the presidential program. Starting from 2025, the region is expanding the range of capital repair facilities for preschool organizations. In 2025, it is planned to renovate two kindergartens in the Starorussky and Novgorod districts for more than 350 children. The construction of a school for 1,501 places in Veliky Novgorod is being completed. A new school building in the village of Demyansk with 200 places will appear.
Youth infrastructure is also developing in the region. Last year, the Youth House in Veliky Novgorod was completely renovated, on the basis of which a center for training citizens for military service operates. In Staraya Russa, construction of a multifunctional youth center worth more than 233 million rubles is underway.
At the meeting, the parties noted the successes of the subject in the field of physical culture and sports.
“The sports infrastructure of the Novgorod region is actively developing within the framework of the federal projects “Sport is the Norm of Life,” “Business Sprint,” and “Development of Physical Culture and Mass Sports.” These include the creation of new facilities, such as a sports gymnastics center and a planned modular skating rink, and a network of smart sports grounds. In the region, the indicator for the level of provision of citizens with sports facilities is higher than in the country: in the Novgorod region it is almost 80%,” emphasized Dmitry Chernyshenko.
“As part of the priority regional project “Be in Sports,” about 52 thousand events are held annually, covering more than 200 thousand people. Particular attention is paid to attracting older people to an active lifestyle. This is facilitated, among other things, by the “Active Longevity” project, which is being implemented in all municipalities of the Novgorod region,” said the head of the region.
A support network of sports infrastructure has been formed in the region. Sports and recreation centers are open in all municipalities.
At the meeting, issues of tourism development in the region and support measures in this area were discussed.
According to Rosstat, the flow of tourists to the region increased by 71%, residents of 84 regions of the country visited Veliky Novgorod and the region, the average length of stay was four days.
In Staraya Russa, thanks to the implementation of the national project “Tourism and Hospitality Industry”, a tourist code has been introduced. Over the past two years, 54 business initiatives of Novgorod residents have received support in the amount of 170 million rubles as part of this national project.
Significant investments are also being attracted within the framework of a preferential lending program, which includes two projects – the Rusich resort and health complex with 380 rooms and the dormitory building of the Staraya Russa sanatorium with 310 rooms. This contributes to the development of infrastructure and an increase in the number of rooms in the region.
The historical center of Veliky Novgorod and Staraya Russa has been transformed. Borovichi and Lyubytinsky districts are becoming a center of attraction for lovers of active, industrial and gastronomic tourism. On the Great Valdai Trail, the longest ecological trail in the North-West, an additional 17 km of route has been equipped, with another observation tower, two parking lots, a bridge and a ramp for people with disabilities. The plans include the development of another 8 km of the route and an additional 3 km for people with disabilities.
