Deputy Prime Minister Dmitry Chernyshenko held a meeting dedicated to the development of the Education Development Strategy for the period until 2036 with a perspective until 2040.

It was also attended by the Minister of Education Sergei Kravtsov, the Minister of Science and Higher Education Valery Falkov, and the head of Rosmolodezh Grigory Gurov.

The Deputy Prime Minister recalled that President Vladimir Putin instructed the Government, together with the Presidential Administration and the Russian Academy of Sciences, to present a draft Education Development Strategy by March 1, 2025. Active preparation of this fundamental document is currently underway.

“At the moment, representatives of all 89 constituent entities of the Russian Federation are participating in the development of the strategy. In total, there are more than 650 experts – representatives of the education sector, the business community, development institutions and government authorities, as well as scientists, public figures and parents. This is work of unprecedented scale in the modern history of Russia. Education is the basis for the unity of Russian society. Our goal is to create a modern and flexible educational system that will meet the needs of the country to achieve sovereignty and leadership. During development, special attention is paid to feedback from citizens,” said Dmitry Chernyshenko.

Also, the Deputy Prime Minister emphasized the importance of teamwork and close interaction of all participants as part of the work on the strategy: the Ministry of Science and Higher Education, the Ministry of Education, Rosmolodezh.

Minister of Education Sergei Kravtsov noted that the primary text of the Education Development Strategy is planned to be presented in early January.

“As part of the work on the strategy, we are starting to formulate the image of the future education system by 2040. This process includes identifying long-term goals and key development guidelines that will allow the education system to effectively respond to the challenges of the time and the demands of society. As a result of the discussions, conclusions have already been drawn about the need to strengthen the interdisciplinary approach, develop the human resources potential of the system and create conditions for the formation of competencies in students that are necessary in the future; issues of seamless education and educational work, reducing bureaucratic reporting of teachers, improving programs and textbooks, and increasing motivation have been raised. students and teachers,” said Sergei Kravtsov.

Minister of Science and Higher Education Valery Falkov said that the preparation of the Education Development Strategy will be widely discussed at the meeting of the Russian Union of Rectors on January 24–25, 2025.

The Ministry of Education and Science has created working groups that include representatives of higher education, the scientific community, leading Russian companies and public organizations. Despite the specific profile of each group, the work between them is based on active interaction, emphasized Valery Falkov.

“One of the key challenges for the entire education system is related to the quality and volume of training of relevant qualified personnel. It is necessary to organize work in such a way that the gap between the higher education system and the labor market is minimal. This implies quite serious adjustments to the portfolio of educational programs of universities, to the work of the entire infrastructure associated with state educational standards, and the need to make operational changes. We plan to properly take into account all these issues in the strategy,” he said.

The minister added that the strategy will take into account the developments of the pilot project to update the higher education system.

The head of the Federal Agency for Youth Affairs, Grigory Gurov, highlighted the task of uniting the efforts of all departments, bringing together all support measures and opportunities for self-realization and education of the younger generation.

“On behalf of Russian President Vladimir Putin, we are carrying out large-scale work to develop an Education Development Strategy until 2040. Together with the Ministry of Education and Science and the Ministry of Education of Russia, we are preparing to launch the national project “Youth and Children”. In addition, amendments have been made to the federal law on youth policy that consolidate the definitions of patriotic education of youth and spiritual and moral education of youth. These changes will certainly strengthen the entire sphere of patriotic education and ensure its implementation according to uniform standards in all regions of the country,” he noted.

In the future, during the seminar-meeting, the heads of regional executive authorities responsible for youth policy issues will also be immersed in the development of the strategy.

The leaders of the working groups reported on the first results of the work and identified topics for further discussion.

The head of the working group “Opinion of the Future”, a student at RANEPA under the President of the Russian Federation, chairman of the council for supporting youth initiatives at the Rosdettsentr Nikanor Tolstykh said that the group builds interaction with active schoolchildren, and also involves all children in its activities, regardless of their participation in youth policy projects. He presented a system of challenges facing the group, including those related to digital education, educational infrastructure, educational work and student self-government.

The head of the “Higher Education” working group, rector of the National Research Tomsk State University Eduard Galazhinsky noted that the group members studied the most popular areas of study in universities by students, paid attention to the scientific component in the higher education system, and also determined the role of the university in ensuring technological sovereignty and implementation educational work.

The head of the working group “Additional professional education”, rector of the Kazan (Volga region) Federal University Lenar Safin emphasized that experts analyzed the strengths and weaknesses of the additional education system based on the results of population surveys. He noted that the group identified risks and challenges, including the population’s demand for training in digital competencies, as well as for the development of interdisciplinary programs.

Tatyana Vasilyeva, Vice-Rector of the National Research University Higher School of Economics, and Alexander Molotkov, acting. O. Director of the Federal Institute of Digital Transformation in Education, reported on the work of the group whose task is to prepare the text of the strategy. They presented an outline of the sections of the document. These included an analysis of the state and trends of the education industry, the goals and directions of the industry, the choice of ways and methods to achieve goals and a monitoring system.

Experts and representatives of the educational community collected data assessing the quality and state of the Russian education system and began discussing the image of the future: what schools, universities, and the preschool education system should be like in 2040 and what changes are required to achieve this result.

The strategy is being developed in accordance with the instructions of Russian President Vladimir Putin and ensures comprehensive preparation of younger generations for the challenges of the future. 14 working groups are working on the strategy – more than 500 experts in the field of education, heads and professors of educational institutions, representatives of the academic community (teachers, scientists), specialized non-profit organizations, business and state corporations.

Feedback with society has been established through regular research by VTsIOM and surveys on the public services portal.
