Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko took part in an open dialogue that took place at the Rossiya National Center. The Deputy Prime Minister answered questions from citizens and spoke about the key directions for implementing the national goal “Digital transformation of the state, economy and social sphere.”
He noted that one of the most important tasks is the further development of the public services portal. Today, about 1.6 thousand services are available on it, and its users are 112 million people. Such results were achieved in 15 years.
Dmitry Grigorenko said that the very approaches to the provision of public services and their quality have significantly transformed during this time. If at the beginning of the journey the very fact of providing services electronically was important, today citizens expect it to be fast, convenient and, if possible, proactive.
For this purpose, the government services portal has launched “life situations” services, which allow you to comprehensively solve the problem of a person or organization, rather than receive a separate service. For example, move to another region or open your own business. Over the course of the year, more than 1.5 million people used the “life situations” services.
“Newlyweds submit every second application to the registry office through State Services. The birth of every fifth baby is registered online. Parents also enroll every second first-grader in school through the government services portal. Digitalization has become an integral part of our lives, and we are no longer surprised at how quickly and easily it is possible to obtain government services online. This is the task of digital technologies – to help people quietly solve all their issues,” said Dmitry Grigorenko.
Representatives of the IT business also took part in the open dialogue, sharing their vision of solving current issues related to the platform economy, the introduction of artificial intelligence, and the fight against telephone and Internet scammers.
“The telecom industry has historically been at the forefront of the fight against telephone fraud. The next big step in this matter is to unite, with the support of the state, not only ideologically, but also technologically, the efforts of several industries whose clients become victims of such crimes: telecom operators, banks, marketplaces, instant messengers and social networks,” said the CEO of Megafon. Khachatur Pombukhchan.
During the discussion of the prospects for introducing artificial intelligence into the economy, it was noted that it is an effective tool and allows solving many routine tasks faster and easier. Dmitry Grigorenko noted that digitalization will become an ally for humanity only if people clearly understand why they are developing technology. At the same time, he urged not to rush into regulating this area.
“What needs to be regulated is not artificial intelligence, but the application of artificial intelligence. Moreover, in those cases where current regulation is not enough,” said Alexander Krainov, director for development of artificial intelligence technologies at Yandex.
A series of open dialogues “100 questions about the future of Russia” at the National Center “Russia” is dedicated to the country’s national development goals for the period until 2030 and for the future until 2036. Participants in the meetings include representatives of the federal executive authorities of Russia, regions, the business community, public organizations and associations, as well as experts in various fields.
