During the meeting, priority areas of work were identified that will be included in regional digital transformation programs in connection with the launch of the new national project “Data Economy” from 2025.
“In the updated digital transformation programs, we focus on increasing the transparency and efficiency of public administration. Firstly, management decisions, including at the regional and municipal levels, must be made based on data. At the moment, the accumulated information is sufficient to already apply this approach. Secondly, the priority of regional “digital” should be the use of proven standard solutions. This will speed up the implementation process and improve the quality of public services. Key tasks also include increasing the level of security of regional information systems and resources. We will pay special attention to compliance with information security requirements,” said Dmitry Grigorenko.
The Deputy Prime Minister also noted the importance of the principles of client-centricity in the provision of public services.
“Access to quality services should not depend on the geographic location of citizens. No matter where in the country a person is, he should receive services quickly and conveniently. In this regard, we will bring all regional service provision portals to a single standard. With the help of feedback from people, we will evaluate the convenience of receiving services through these portals,” emphasized Dmitry Grigorenko.
He outlined another priority task to ensure fast and accessible Internet throughout the country. Including the development of mobile and fixed-line communications infrastructure in sparsely populated and hard-to-reach settlements. Dmitry Grigorenko also drew the attention of digital transformation leaders to the requirement for the development of data exchange infrastructure.
By the end of this year, the regions will send their proposals for the formation of regional digital transformation programs to the Russian Ministry of Digital Development. It is planned to complete the development of programs by March 31, 2025.
