Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko instructed to conduct an additional assessment of the risks of projects to replace foreign software, which are implemented using government grants. This was discussed at a meeting with the heads of industrial competence centers (ICCs), at the sites of which software is being developed and implemented.

Particular attention at the meeting was paid to projects that received gratuitous subsidies from the state in the form of a grant. Today there are 32 of them, all of them have the status of especially significant ones. The total budget for their financing is about 30 billion rubles, of which the amount of grants is almost 20 billion rubles. All of them are developed and implemented at the ICC sites. The progress of their implementation is supervised by sectoral committees under the relevant ministries.

“I would like to emphasize that the projects are aimed at replacing foreign software with domestic solutions. But it is important not just to replace products, but to make sure that all these domestic developments can be massively introduced and replicated. We are also talking about export potential. We focus on developing replicable solutions both in individual industries and in an intersectoral context,” commented the Deputy Prime Minister.

The grant projects already have their first results; three solutions have been successfully implemented. For example, a project to refine a field design platform commissioned by JSC Rosgeo (a state holding uniting geological exploration enterprises in Russia). The Russian solution makes it possible to increase the operational efficiency of geological exploration by more than 2.5 times. The development has already been purchased by 34 Russian and 4 foreign companies. The revenue of the developer Geomix LLC from the implementation of the solution amounted to 337 million rubles. According to Dmitry Grigorenko, financial efficiency is an important result of the project, and the funds invested by the state will return to the budget in the form of taxes.

Two more grant projects are nearing completion: software for the agro-industrial sector (dairy production) and software for managing shipbuilding and ship repair in a digital circuit. During 2025 and 2026, another 26 grant programs are due to be completed. As stated by the industry committees at the relevant ministries (Ministry of Industry and Trade, Ministry of Digital Development, Ministry of Construction, Ministry of Agriculture, Ministry of Natural Resources), the implementation of these projects is progressing within the established time frames according to calendar plans. With the exception of one project, which experienced a delay of several months due to a change in developer. Despite the optimistic forecasts, the Deputy Prime Minister – Head of the Government Staff ordered an additional assessment of the risks of grants in terms of timing and quality of execution.

The next meeting with the ICC will be held on the topic of projects that are implemented entirely with business funds. According to Dmitry Grigorenko, the absence of budget funds in such projects does not mean a lack of attention to the progress of their implementation on the part of the state. “If we have agreed with business that they will undertake the development of the project, it means that we are counting on them,” the Deputy Prime Minister said in conclusion.

Dmitry Grigorenko also noted that soon the Government will be ready to discuss grants for projects of the second wave of selection.

The meeting was attended by the Minister of Digital Development, Communications and Mass Communications Maksut Shadayev, heads of federal departments and industrial centers of competence. ICC brings together leading industrial customers and software developers.
