Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev chaired a meeting of the presidium of the Government Commission on the socio-economic development of the Far East.
“During the commission’s work, only under the program of a single presidential subsidy in the Far East, almost 2 thousand social facilities were built and reconstructed – schools, hospitals, kindergartens, first aid stations, cultural centers, sports facilities, about 2 thousand courtyards were repaired. This work is of great importance for our entire country. As for today’s meeting of the presidium, we will consider issues regarding the recognition of investment projects as priorities in order to finance them at the expense of the state corporation “VEB.RF”. These objects are of great importance and are included in master plans and development plans for Far Eastern cities, developed on behalf of the President of the Russian Federation Vladimir Vladimirovich Putin. The second question will consider the changes made to the plan for the social development of centers in the Amur region. First of all, a proposal for the reconstruction of road lighting in the city of Svobodny will be discussed,” Yuri Trutnev opened the meeting.
A number of investment projects implemented within the framework of the Far Eastern Concession program are recognized as priority ones for the provision of preferential financing through the Russian Ministry of Eastern Development by the state development corporation VEB.RF. The projects are aimed at preserving and enhancing the cultural heritage, providing rest and recreation for the Far Easterners. In particular, the construction projects of the National Museum of the Republic of Buryatia and the Baikal Theater and Cultural Center in Ulan-Ude will receive preferential financing. These key projects of the Ulan-Ude master plan are being implemented within the framework of the preferential regime of the ASEZ. The National Museum is being created in order to preserve the cultural heritage of Buryatia and provide access to its collection to a wider audience through the creation of a modern and spacious museum space. The new museum in Buryatia will unite three existing museums, will update the exhibition, place more than 3.5 thousand exhibits under one roof, and will provide employment to 73 cultural figures. The new theatrical and cultural center “Baikal” will also help preserve the cultural heritage of Buryatia. It will house the troupe of the national song and dance theater “Baikal”, which today, in fact, does not have its own building. The implementation of the project will allow us to stage twice as many performances and receive four times as many spectators.
Support will be given to the project for the construction of a Far Eastern children’s recreation and recreation center in the village of Bychikha, Khabarovsk Territory. As part of its implementation, all sports, recreational, administrative and other infrastructure necessary for quality recreation for children will be built.
Following the discussions, Yuri Trutnev instructed the Ministry of Eastern Development of Russia and the Magadan Region to clarify the parameters for the implementation of the project for the construction of a marine tourist center in Magadan and propose a solution to optimize the financing of the project.
Changes to the social development plan for economic growth centers in the Amur region were approved. The project for the reconstruction of outdoor lighting in the city of Svobodny, implemented on behalf of the head of state, was supported. The event is being implemented as part of the Far Eastern Concession program and is included in the master plan of the city of Svobodny.
“The project is of key importance for the development of the city of Svobodny, near which the largest projects in the Far East are being implemented – the Amur Gas Processing Plant and the Amur Gas Chemical Complex, which will contribute to the development of the economy of the entire Far East. As part of the construction of enterprises, more than 25 thousand people are already working, and about 5 thousand jobs will be created during the operation stage of production. It is necessary to create comfortable conditions for living, working, and raising children. At the same time, the infrastructure of the city of Svobodny requires significant modernization, including in terms of urban lighting. Today, the illumination of city streets is only 52%, more than 80% of lamps have exhausted their service life, more than 25% of poles are in disrepair. As part of the implementation of the project to modernize outdoor lighting, the entire infrastructure will be completely updated,” explained Deputy Minister for Development of the Far East and Arctic Vitaly Altabaev.
Reconstruction of outdoor lighting in the city of Svobodny involves the modernization of more than 3.3 thousand lamps, more than 700 supports, the creation of 451 new light points, more than 370 supports, as well as architectural and artistic lighting.
Capital costs for the project will amount to 1.1 billion rubles. The concessionaire will be a subsidiary of the Russian manufacturer of lighting equipment BL Group. Commissioning of the facility is scheduled for 2027. Budget costs will be 25% of its cost. During the operation stage until 2039, total budget costs will amount to 705 million rubles, including 670 million rubles from the federal budget and 35 million rubles from the regional budget. Operation of the facility by the concessionaire will generate commercial revenue, half of which will be used to reduce the city’s costs of maintaining it.
Summing up the meeting, Yuri Trutnev emphasized that it is necessary to select projects that require government support based on the greatest economic efficiency. “We must spend budget funds efficiently,” the Deputy Prime Minister concluded.
