Deputy Prime Minister Tatyana Golikova chaired a regular meeting of the Russian Tripartite Commission for the Regulation of Social and Labor Relations.

At the meeting, the parties reviewed and supported the draft federal law “On Amendments to Article 16 of the Federal Law “On Veterans”. The bill was developed on behalf of Russian President Vladimir Putin in order to increase the level of social protection of combat veterans specified in subparagraphs 6, 7 and 9 of paragraph 1 of Article 3 of the Federal Law “On Veterans”. The changes made will provide combat veterans with the opportunity to take leave without pay for up to 35 years calendar days per year.

Members of the commission also discussed and supported the draft Government Resolution “On Amendments to the Resolution of the Government of the Russian Federation of May 30, 2024 No. 709”, which proposes to expand the rule on a differentiated approach to the fulfillment by employers of the quota for hiring disabled people: in the case of employing disabled combat veterans, as well as participants in a special military operation, the fulfillment of the quota will be counted for two jobs. The adoption of the draft resolution will expand employment opportunities for disabled people from among participants in special military operations and combat veterans.

Also at the meeting, the results of the All-Russian competition “Russian Organization of High Social Efficiency” for 2024, held this year, were summed up. It was noted that the regional competition received 2,027 applications from 1,409 participants from 74 regions; the federal stage received 518 applications from 374 organizations. 66 organizations from 27 regions were nominated as winners and prize-winners. The largest number of winning organizations are from the Tambov and Samara regions, the Krasnodar Territory, and the Khanty-Mansiysk Autonomous Okrug. The Grand Prix was proposed to be awarded to Gazprom Dobycha Yamburg LLC from the Yamalo-Nenets Autonomous Okrug, which participated in five nominations and was recognized as a winner in all of them.

RTC members also discussed a number of other issues. Among them:

— draft federal law “On Amendments to the Criminal Executive Code of the Russian Federation”;

— draft Government resolution “On establishing for 2026 the permissible share of foreign workers employed by business entities carrying out certain types of economic activities on the territory of the Russian Federation”;

— draft Government resolution “On amendments to Appendix No. 25 to the state program of the Russian Federation “Promoting employment of the population”;

— Government Decree of October 17, 2025 No. 1616 “On amendments to the Decree of the Government of the Russian Federation of April 15, 2014 No. 298”;

— draft Government Resolution “On invalidating the Decree of the Government of the Russian Federation of December 10, 2002 No. 877 “On the peculiarities of working time and rest time for certain categories of workers with a special nature of work” and certain provisions of certain acts of the Government of the Russian Federation.”
