Dear colleagues!
Before we move on to the agenda of the Government meeting, I will tell you about one important decision that will complete the formation of the necessary regulatory framework for the appointment and payment of the presidential scholarship.
At a meeting with university students in the Kaliningrad region, the head of state instructed to increase it to 30 thousand rubles.
Today the Government has approved a list of more than 300 specialties and areas of training in programs that meet the priorities of scientific and technological development of Russia. There was a heated discussion. And first of all, these are mathematical, natural sciences, humanities, engineering and technology, defense and security, medicine, agriculture, education and pedagogy.
Boys and girls who are excellent students, conduct scientific activities and are involved in research, design or innovative developments of institutes, and have won prizes at international or all-Russian Olympiads, will be able to apply for such a payment starting from the third year. In other words, all those who strive to be an active participant in the serious technological changes that are now taking place in the country. During the meeting, the President noted that knowledge is part of economic growth and increasing the country’s defense capability.

The scholarship is awarded for one year, about 3.4 thousand undergraduate and graduate students can count on it.
I would like to ask the Ministry of Science and Higher Education to complete all the necessary competitive procedures as quickly as possible in order to identify candidates and proceed directly to payments.
Now – to the agenda of the meeting. The development of the agro-industrial complex is an important issue for us.

Government meeting
The head of state spoke about the need to increase the efficiency of the industry and make it even more technologically advanced.
One of the most important tools for accomplishing this task is preferential lending to agricultural producers. Thanks to which they can take out loans both for a short term, including for seasonal field work, and for longer periods – for large investment projects.
Today we will allocate over 34 billion rubles for such purposes. These funds will make it possible to subsidize at least 39 thousand issued loans, which were used for the production of agricultural products and their processing, for the production of drugs for veterinary use, enzymes, feed, and food additives.
We hope that these decisions will help farmers successfully continue their work, ensuring the country’s food security and a wide selection of healthy and tasty products for our citizens.
Today there is a whole block of issues on the agenda that relate to support for the constituent entities of the Federation.
The President noted that it is necessary to maintain the high pace of development of Crimea and Sevastopol, including using already existing tools.
Among them is a free economic zone, which has been operating in this territory for ten years.
Its goal is to increase the attractiveness of both the Republic of Crimea and the city of Sevastopol as a platform for promising business projects. Improve the business climate, increase capital flows, as well as create jobs and modernize infrastructure.
Today we will discuss the allocation of over 1 billion rubles for the program of preferential lending to residents of the free economic zone.
The funds will allow them to maintain a reduced rate on previously issued loans, the total amount of which is almost 7 billion rubles, and therefore continue, under the same conditions, the implementation of investment projects in priority sectors for the region.
The head of state emphasized that the Donetsk and Lugansk people’s republics, the Kherson and Zaporozhye regions must reach the Russian average in all key indicators and in the quality of people’s lives.
Work in this direction continues actively and is carried out on a systematic basis. There, as in Crimea, a free economic zone has been created. It gives businesses the opportunity to apply reduced rates of taxes and insurance premiums and exemption from customs duties.
Such preferences have proven their effectiveness and demand and have helped to significantly increase the production of high-tech products, including mining and processing equipment and household appliances.
To strengthen the momentum, the Government has prepared a bill that will expand the use of this important industrial product. It will facilitate its participation in procurement, including those carried out for the needs of government organizations and large companies. It will be easier for manufacturers of the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions to take advantage of preferential loans from the Industrial Development Fund and other support.
It is planned that changes to legislation will come into force on January 1 next year, which will have a beneficial effect on increasing the industrial potential of new constituent entities of the Russian Federation and their integration into the general industrial and technological circuit of the country. Dozens of related enterprises in other regions will also have a positive effect.
