The results of the company’s work over the past period were discussed, including the implementation of the investment program, the growth of financial indicators, the transition to domestic software, as well as issues of personnel training for the industry.

M. Mishustin:

You run one of the leading companies in the country, which is engaged in the production of electrical and thermal energy, as well as the development of the necessary infrastructure.

The President noted that modern energy is a key area that is the foundation for economic growth, the social sphere, and improving the well-being of citizens. Therefore, of course, the supply of energy resources in the country must be uninterrupted.

Here RusHydro has a special role. First of all, this is the construction and modernization of hydraulic and thermal power plants, including in the Far East, where there are a very large number of them, in hard-to-reach places. And, of course, in ensuring the effective operation of such facilities. And we have more than 400 of them, including the largest in Russia Sayano-Shushenskaya hydroelectric power station. Together they provide every eighth kilowatt-hour in the country.

Tell us more about your results in the first half of the year and the company’s plans in general.

V. Khmarin:
Mikhail Vladimirovich, at the moment the RusHydro holding has almost 72 thousand people. Geographically, we are located in 34 regions of the Russian Federation. The holding includes all types of generation, except nuclear. We have wind, solar, and geothermal generation. More than 100 thousand km of electrical networks.

We have four institutes. Design, scientific institutes. Several sales companies. That is, we are a full-cycle holding company. Both transport companies and IT companies are in the holding.

As for the financial results for six months. In general, 2025 is a low-water year: if we compare production with the first half of 2024, it is less by about 6% – about 72 billion kilowatt-hours. But despite this, the main financial indicators show some growth. Our revenue is 358 billion, 13% growth compared to last year.

We are one of the largest taxpayers in the country. Compared to the first half of the year, we expect an increase in tax payments – these are taxes at all levels – about 11%. For 2025, we approximately forecast more than 120 billion rubles in taxes.

At the same time, the RusHydro company now has a fairly large investment program and a serious investment cycle. 80% of investments are in the Far East. But at the end of the investment cycle, around 2029, we expect a doubling of total tax payments, that is, they will be more than 200 billion per year to budgets of all levels.

M. Mishustin:
It is very important that the company continues to develop. Innovative projects are being implemented, new facilities are being built to reliably supply residents of our regions and businesses with heat and light.

To increase the efficiency of new and existing energy enterprises, of course, it is necessary to use the most modern equipment, technologies, and software that are being developed in the Russian Federation, including automation of management processes and ensuring information security.

I know that the company is actively engaged in import substitution. How are things going to reduce dependence on foreign companies?

V. Khmarin:
Mikhail Vladimirovich, hydropower is a very conservative industry. This is one of the few industries in which historically almost everything was produced in the Russian Federation. That is, from the very beginning – from design, surveys, construction, main power equipment, automated process control systems, station electronics – everything has historically always been protected from imports.

As for the IT sector, PJSC RusHydro was the first fuel and energy company to approve a digital transformation strategy. Most operating systems have been converted to domestic solutions, information security tools, and office applications. To date, we have replaced more than 30 thousand user jobs with imports.

Also, the RusHydro group has developed, approved, and agreed with the Ministry of Energy a plan for the transition of significant critical information infrastructure facilities to the primary use of domestic software.

M. Mishustin:
Of course, we need to expand the use of domestic software products and equipment in order to modernize the infrastructure and strengthen the energy system. And first of all, industrial and technological sovereignty, so that, as you correctly said, the rather conservative industry in which RusHydro operates is based entirely on domestic technologies.

But I have a question: where to get personnel? We have a fairly active professional system. A program of engineering classes was launched, that is, when companies help children, schoolchildren with a professional orientation in the last grades of school. Later it is clustering with professionalism. And then these are advanced engineering schools or institutes – higher education.

Since your industry is extremely complex, it is not easy to find guys with such an education. How do you work with personnel?

V. Khmarin:
The company currently employs about 72 thousand people, the average salary is around 124 thousand rubles. Since the majors in such an industry as energy are mostly high-tech, we are trying to develop personnel from school.

We work actively with partner universities. We have about 22 partner universities. Every year, about 2.5 thousand students undergo internships at RusHydro. About 300 target students are studying under RusHydro programs and scholarships.

We also actively participate in sporting events to motivate staff. About 1.5 thousand of our employees regularly participate in sports days, the corporate hockey league championship, industry and all-Russian competitions.

Separately, I would like to say about the support of our defenders of the Fatherland. About 1.8 thousand workers have become participants in the SVO, and RusHydro additionally provides one-time payments and monthly payments to families.

M. Mishustin:
The stability of the entire energy sector will depend on young specialists in the future. And if your company could be even more active in developing curricula and methods in vocational training, in engineering schools, and working directly in schools, this would be useful both for the company itself and for the guys and young specialists.
