Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko visited the XVIII Tyumen Digital Forum “Infotech” – the main regional forum dedicated to AI. The Deputy Prime Minister took part in a panel session, the key topic of which was the implementation of AI technology in regional public administration. The speakers discussed the challenges faced by the regions on the path to implementing AI, options for solving emerging problems, as well as issues of distribution of roles between the federal center and regional authorities in the development of technology. The session was also attended by the Governor of the Tyumen Region Alexander Moor and business representatives.
Dmitry Grigorenko noted that the question of whether it is worth implementing AI in the regions or not is no longer raised: The government has moved to systematic scaling of AI developments in the regions, and has also shifted the focus from assessing the number of implemented solutions to analyzing their quality and efficiency.
At the beginning of 2025, the introduction of AI became one of the mandatory conditions for the coordination and financing of departmental and regional digital transformation programs. The use of AI has also become one of the criteria influencing the ranking of digital transformation leaders. The assessment takes into account the availability of infrastructure and data centers, the number of data sets available, and the number of AI solutions used. Moreover, from September 2025, not all AI solutions are counted as implemented, but only those that have passed verification.
Such developments are collected on the Digital Region portal with the assistance of the AI Development Center under the Government of the Russian Federation. All of them have passed quality checks. Developments are assessed according to a number of criteria, including commissioning, proven effects of use, compliance with information security requirements, and others. To date, 149 AI solutions from 26 regions of Russia have been published on the portal. The leaders in terms of the number of solutions uploaded to the Digital Region portal and verified included the Moscow, Belgorod, Tyumen, Novosibirsk regions and the Republic of Tatarstan.
In addition, Dmitry Grigorenko, in his speech, touched upon the distribution of roles of the federal center and regional authorities in matters of AI implementation. The Deputy Prime Minister noted that not only federal support, but also regional initiative is important for scaling the technology.
“Our task is to find a balance between stimulating digital leadership and ensuring digital equality in the regions. On the one hand, we “even out forces.” First of all, through the creation of ready-made standard AI solutions at the federal level. Thanks to this, all regions – even those that do not have enough resources for their own development – will be able to test and implement AI. It is important that digital opportunities are equally accessible to citizens throughout the country. On the other hand, we encourage regions to take initiative. For this purpose, digital transformation ratings have been introduced, the compilation of which takes into account the implementation of AI solutions by subjects,” said Dmitry Grigorenko.
According to him, the first effect of the introduction of AI in the regions is already there. As an example, the Deputy Prime Minister cited an information system for monitoring the state of the urban environment (roads, cleanliness, condition of housing and communal services), which has already been implemented in the Republic of Tatarstan. Thanks to AI, the efficiency and effectiveness of city services is increasing. For example, the technology helps clean up streets 50% faster after a snowfall, and also detect defects on roads 48 times faster (1 hour instead of 2 days).
Other examples of effective implementation include the integration of AI services into the work of officials in the Novosibirsk region. AI agents help work with documents, process citizen requests, and also draw up minutes of work meetings. The technology makes it possible to free up to 60% of the working time of civil servants and redirect it from routine tasks to solving expert issues.
The Tyumen region, which annually hosts the Infotech forum, is also among the regions most actively implementing AI. In particular, AI monitoring of traffic flow is already working in the region, which makes it possible to identify road accidents with an accuracy of 70%, plan bus routes and reduce accidents. The region is also already using AI to register and process citizen requests. Using AI, the system automatically creates a “summary” of the problem and helps search for information for answers, thanks to which the processing of citizen requests has accelerated by 25%. In addition, in the Tyumen region there is a smart video analytics system for monitoring law and order. With its help, in the first half of 2025 alone, more than 20 crimes were solved and about 60 people who were wanted were detained.
At the same time, despite the active implementation of technology, it is noted that AI services do not replace human work, but become his assistants for automating routine operations and high-quality processing of large amounts of data.
