Deputy Prime Minister of Russia Dmitry Chernyshenko held a meeting on the results of the 2025 summer health campaign. Participants presented the results of this year’s campaign and discussed goals for 2026.

The Deputy Prime Minister noted that this year is unique: 3 federal children’s centers in the country celebrated anniversaries: 100 years of Artek, 65 of Orlyonok, 40 of Smena. In particular, Artek received outstanding infrastructure, Days of Subjects, international meetings, educational sessions with the participation of thousands of children from all regions of the country and foreign guests were held.

On the initiative of the Russian Ministry of Education, 2025 has become the Year of Children’s Recreation in the education system.

Dmitry Chernyshenko specifically thanked the Chairman of the State Duma Vyacheslav Volodin, the Chairman of the Federation Council Valentina Matvienko, the Deputy Chairman of the State Duma Irina Yarovaya, the Chairman of the Federation Council Committee on Science, Education and Culture Liliya Gumerova, the Chairman of the State Duma Committee on Family Protection, Issues of Paternity, Maternity and childhood Nina Ostanin. Thanks to joint work with the State Duma, a federal program of educational work was developed and implemented, which became mandatory for all camps in the country; at another level, interdepartmental interaction takes place on issues of safety and quality of recreation; inclusive practices and support for children in difficult life situations have been introduced; an inventory of non-functioning and abandoned camps was carried out; a set of support measures has been developed to restore the infrastructure for children’s recreation.

“The priority of the joint work of the Government with federal departments and regions has become the organization of high-quality and safe children’s recreation. This is exactly what the President paid attention to. In 2025, the number of recreational facilities for children increased – more than 400 additional children’s camps hosted children this summer. In total, more than 40 thousand children’s recreation and recreation organizations operated in different regions of our country, including the Krasnodar Territory. More than 6 million children were able to use their infrastructure. The amount of funding for organizing children’s recreation amounted to about 82 billion rubles,” emphasized Dmitry Chernyshenko.

Since 2023, on behalf of the President, a program to modernize children’s camps has been implemented. Over 3 years, 8 billion rubles have been allocated from the federal budget for it. The program already covers more than 60 subjects. It made it possible to additionally provide recreation for more than 300 thousand children: an increase of 100 thousand children per year.

Last October, the State Duma adopted a resolution defining general tasks for the near future. The Deputy Prime Minister noted that they are being resolved and there are positive changes. According to him, it is necessary to take into account the results of the 2025 campaign in order to effectively prepare for the next summer season.

Irina Yarovaya proposed making the organization of year-round recreation for children a strategic task. She emphasized that this will allow us to reach a new level of quality, safety, and staffing for children’s recreation.

“We are working as a team with the Government of the Russian Federation and the regions on the issue of organizing children’s recreation. On behalf of Vyacheslav Viktorovich Volodin, the State Duma is doing a lot of work in this direction, we annually hold all-Russian meetings before the start of the summer health campaign, two government hours were held, a Resolution was adopted, which is largely addressed to colleagues from the Government and the regions: infrastructure audit, return of the infrastructure that was unreasonably alienated or repurposed, creation of a new one. And we will continue to work, including within the framework of the Council of Legislators,” she said.

Minister of Education of the Russian Federation Sergei Kravtsov noted that the forum “Big Meanings – 2025” ended at the federal children’s center “Smena”, as a result of which, taking into account the opinions of colleagues from the regions, plans and prospects for 2026 were formulated.

“This year we approved the Federal Program of Educational Work. It became mandatory for use in all camps. Together with the regions, we conducted monitoring and analyzed education programs for children’s camps. More than 32 thousand programs were tested, 98% of them correspond to the Federal Program of Educational Work,” noted Sergei Kravtsov.

In the summer of 2025, more than 720 thousand people were involved in the work of children’s camps, of which more than 195 thousand were teachers, more than 88 thousand counselors. In 2025, the Ministry approved the “Best Counselor in Russia” badge. At the end of the year, the department, together with the State University of Education, will hold the All-Russian forum of counselors “Hearts of the Young.”

The Minister of Education said that this year more than 227 thousand children of participants in the special military operation spent their holidays in children’s camps, which is 38.2% more than last year.

The head of the department emphasized that on the eve of summer, together with the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Russian National Guard and the regions, all-Russian exercises on anti-terrorism security were held. Thanks to this, the summer health campaign passed without serious incidents. Over 45 thousand people took part in the exercises, including about 20 thousand children.

“We are actively developing youth infrastructure throughout the country. Starting this year, our forums have organized educational spaces for young children with qualified teachers so that parents can not be distracted from the educational program. The forums “Territory of Meanings”, “IVolga” and “Origins” have already been held in this format. Special attention is paid to training educators, teachers and counselors. Together with the Ministry of Education, a training module for counselors has been developed, which is updated annually with up-to-date materials. Russian student teams also have their own educational materials,” noted the head of Rosmolodezh, Grigory Gurov.

The direction of student pedagogical teams is one of the most massive in the movement of Russian student teams. It annually provides quality recreation for 2.5 million children a year. The number of participants in the RSO student pedagogical teams in 2025 amounted to more than 60 thousand people.

Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova emphasized that the Russian Ministry of Education and Science has special control over issues of student recreation and health improvement.

“We are faced with the task of increasing the number of students involved in organized recreation and recreation. Interim monitoring data indicate that an increase is already being recorded – from more than 97 thousand last year to almost 103 thousand this year. In order to expand recreation opportunities and diversify them for young people, thematic initiatives are being implemented: the “Student Tourism”, “Student Travel”, “Travel, Student” programs, the “University Shifts” project. We are also working on a mechanism for restoring the recreation and health infrastructure. Today, there are 270 recreation and recreation facilities operating at 191 universities,” she noted.

During the meeting, representatives of the Ministry of Internal Affairs and the Ministry of Emergency Situations of Russia, the Prosecutor General’s Office, Rospotrebnadzor, and the All-Russian public-state movement of children and youth “Movement of the First” also spoke. Representatives of all constituent entities of the Russian Federation took part in the meeting. Governor of the Kirov Region Alexander Sokolov, representatives of the Krasnodar Territory and the Republic of Crimea, as well as the Sverdlovsk Region separately reported on the organization of children’s recreation in their regions.
