M.Mushin: Good afternoon, dear colleagues!

Today, the agenda of the Government meeting includes a number of issues related to social protection. The President emphasized that it is necessary to make it modern and targeted, to build all the procedures and regulatory framework in such a way as to take into account the needs of people and their interests as much as possible.

Today we will consider changes to the legislation, which provide that from next year self-employed citizens will be able to apply for paid sick leave for temporary disability. Why, from January 1, it will be possible to voluntarily insure yourself with the Social Fund and independently transfer the corresponding monthly contributions.

Let me emphasize that the decision will remain with the person himself. And if he accepts it, then in case of illness or injury he will receive benefits. Its maximum size can be chosen – 35 thousand or 50 thousand rubles. The exact amount will be calculated based on length of service and other parameters.

In Russia, millions of people work for themselves as self-employed – under a special tax regime. However, their profit is often determined by the number of orders they fill. And health problems, of course, can hit the wallet, leaving a person without income. Voluntary participation in social insurance is a way to protect yourself in such a situation. Paid sick leave will provide financial support during such periods. Moreover, the contributions are low – about 1.3 thousand or about 1.9 thousand rubles per month. If you don’t need to open a certificate of incapacity for work for more than a year and a half, then you can transfer smaller amounts.

It is planned that for now such a mechanism for the self-employed will operate in experimental mode until the end of 2028.

I ask the Ministry of Labor and Social Protection to carefully monitor the readiness of this measure for a timely launch. All procedures must be simple and understandable. The convenience of people is our absolute priority.

Today we will also consider a whole block of issues related to regional support.

Recently the country celebrated a memorable date – three years ago the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions became subjects of the Russian Federation.

The President especially emphasizes that we will do everything to revive the economy, restore infrastructure in new regions, build schools and other educational institutions, hospitals and clinics there.

The government is carrying out systematic work in this direction. Houses and roads, kindergartens and medical institutions are being repaired and built. Industrial enterprises and organizations receive the necessary preferences.

And of course, we pay the most attention to residents of new regions. Since 2023, pensions, social and one-time payments for them are issued according to Russian standards. Including sick leave, benefits for children, pregnancy and child care, disabled people and veterans.

Now we will provide over 8.5 billion rubles more for the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions. The funds will primarily be used to finance pension payments.

Such a decision will help the budgets of these entities fully fulfill all social obligations.

Another item on the agenda.

The head of state emphasized the need to provide urgent measures and additional assistance – to save people, protect property and resume the work of enterprises – to the border regions, which include the Belgorod region.

Earlier this year, 3 billion rubles were allocated to compensate for damage to agricultural and industrial organizations, preserve their qualified workforce and production potential, and restore activities.

Today we will allocate almost a billion rubles to agricultural producers for such purposes.

It is important that they receive these resources promptly and without delay. After all, autumn field work in the safest areas is now being completed, and we need to prepare for the new season.

We hope that thanks to the measures taken, they will continue to harvest a good harvest there in the future.
