The First Deputy Prime Minister Denis Manturov held a meeting of the State Commission to counteract the illegal turnover of industrial products. The event was attended by the head of the Ministry of Industry and Trade Anton Alikhanov, the head of the Ministry of Agriculture of Oksana Lut, the head of the Ministry of Transport Roman Starovoit, as well as the heads of regions, representatives of federal executive bodies and business communities.
At the beginning of the meeting, attention was paid to the development of additional measures to counteract the illegal turnover of shoe products.
“Due to the sensitivity to counterfeit, we introduced the labeling of shoes at the very beginning of work with this tool back in 2020. In almost five years, the total fiscal effect of market entering in the form of an increase in tax revenues amounted to about 100 billion rubles. The crowding out of unscrupulous players releases the demand in favor of those who work in the legal field. This is confirmed by the indicators of last year, as a result of which the volume of production of shoe products in Russia increased by 10%, ”said Denis Manturov.
At the same time, the existing gaps in the regulatory and law enforcement, which are used by unscrupulous entrepreneurs, do not allow you to completely close the access of counterfeit and falsifications to the shoe market.
In this regard, a number of decisions were proposed aimed at suppressing the legalization of shoe products illegally entering the market. We are talking about the use of Russian manufacturers on the basis of information from the digital marking system, strengthening control by Rosakkreditation and Rospotrebnadzor with the development of new risk indicators, as well as the organization of unscheduled inspections of such manufacturers. In addition, it is proposed to monitor the execution of marketplaces of self -regulation standards to verify the obligatory requirements for goods established by the legislation of the Russian Federation.
Another topic of the meeting was the fight against illegal import, turnover and hopeless operation of self -propelled equipment that does not meet the mandatory requirements. First of all, the use of such technology presents serious risks for the life and health of Russian citizens (as evidenced by statistics), since it is impossible to evaluate its compliance with existing technical regulations. In addition, shadow sales cause economic damage due to non -payment of utilization fees, duties and taxes.
The main means of struggle will be the bill “On Amendments to Article 17 of the Federal Law“ On self -propelled vehicles and other types of technology “”, developed by the Ministry of Industry and Trade of Russia and the Ministry of Agriculture of Russia and supported by the interdepartmental work group. In accordance with it, it is proposed to give state supervision of the technical condition of self -propelled vehicles and other types of equipment (Gostekhnadzor) by the right to conduct constant raids, which will allow to stop suppressing The actual operation of unregistered machines.
