The Chairman of the Federation Council Valentina Matvienko held a meeting on the organization of the work of the Council under the President on the implementation of state demographic and family policy. The meeting was spoke by Deputy Prime Minister, Deputy Chairman of the Council Tatyana Golikova.
In her speech, Tatyana Golikova emphasized that in the framework of the work of the Council there is a solution to a very wide range of issues – from strengthening the institution of the family, family values to increasing the birth rate, health -saving and reducing mortality. These topics are key in achieving the main national development goal set by Russian President Vladimir Putin – the preservation of the population, strengthening health and improving people’s well -being, and family support.
According to the Deputy Prime Minister, one of the most difficult issues is to ensure sustainable growth in birth rate. “We cannot limit ourselves to the national project” the family “and the social sphere. It is important that all spheres work on the infrastructure of the family, and the president put this task for us: to make family -centricity a key factor in politics in all sectors, ”said Tatyana Golikova.
According to her, the Council could take over the monitoring of the execution of “clearing” indicators and events in national projects, as well as the development of proposals for their strengthening and expansion.
Speaking about the current situation in the field of demography, the Deputy Prime Minister said that the preliminary results of 2024 show: the total birth rate has almost not changed compared to 2023-1.4. At the same time, in 18 regions an increase in the birth rate was noted. It is important that for the first time in a long time there are regions of central Russia and the north-west among them-these are Smolensk, Oryol, Ryazan, Leningrad and Kaliningrad regions.
“The positive dynamics of the birth of third and subsequent children has been preserved – by 1.1% of the previous year. Having developed the strategy of the work of the Council, I believe that we must rely on those demographic trends and new trends in the development of the institution of the family, which we now see, ”Tatyana Golikova emphasized.
On their basis, seven key areas have been formed.
The first is the implementation of the approach “Plus one child in every family.” The target landmark is large families.
The presidential decree formed targeted guidelines for the total birth rate by 2030 – 1.6, by 2036 – 1.8. This is primarily due to the fact that up to 2046 will remain a trend to reduce the number of women of reproductive age.
In these conditions, priority is an increase in births in women aged 30 to 39 years. Now this age group has passed the peak of its number and is gradually decreasing. “These are the women who are important not to lose work and who can have a second and third child, and maybe even more, but for this it is important to create appropriate conditions for them,” Tatyana Golikova emphasized.
Also, the creation of conditions for the birth of children in young parents. This is a growing age group that has a chance to subsequently become large parents.
The second is the alignment of high regional differentiation of the birth rate. According to the preliminary results of 2024, it has not changed and continues to persist at 3.
“In addition to federal umbrella measures, we need to help regions develop solutions and provide appropriate financial support for those measures that are important for a particular region. Such work is underway, ”said Tatyana Golikova. She noted that it is important to work aimed at the Council with individual groups of regions, supporting them from the federal level. The Deputy Prime Minister recalled that, in accordance with the presidential decree, the 41 Region, which has the total birth rate below the average Russian, determines additional support. Together with the government, regional programs have been updated.
Since 2025, the total birth rate is included in the performance indicators of the heads of regions.
The third is the creation of conditions for the harmonious combination of professional development with the birth and education of children.
It is important to involve the corporate sector in solving the problems of demography. The Deputy Prime Minister noted that many personnel services of enterprises when hiring women ask them the question whether they plan to have children in the near future. This is an unacceptable situation.
Together with the Russian Union of Industrialists and Entrepreneurs, the Federation of Independent Trade Unions of Russia, recommendations have been developed for the implementation of corporate social policy.
The fourth is an increase in the birth rate in rural areas.
The total birth rate in the village is kept today at a level that must be achieved throughout the country) by 2030. It is important to maintain the birth rate on this bar and, if possible, increase.
The fifth is an increase in the well -being of families so that they make decisions about the birth of another child.
In recent years, the introduction of new targeted support measures has given the result. The poverty level has been at a minimum since the beginning of the 2000s. At the same time, further dynamics will need to be provided with economic tools.
The sixth is the strengthening of reproductive health, the development of children’s medicine. The government will continue to increase additional investments in infrastructure and technology in healthcare.
It is important to continue work on the prevention of abortion. An individual approach to each woman in this matter gives high results. According to preliminary results of 11 months of 2024, more than 37 thousand women planning an abortion were registered with pregnancy.
Seventh – strengthening the values of the institution of the family. Much has been done in the year of the family. But you need at least four to five years of constant communication activity in order to get a noticeable result. This work should be more active and, most importantly, more substantial.
