The introductory word of Mikhail Mishustin at the government meeting
Good afternoon, dear colleagues!
Before we start a meeting of the government, I want to say about the support of families with children. The president emphasized that it was necessary to conduct a constant work aimed at improving the quality of their life.
For this, the government implements a wide range of measures, including one -time benefits, monthly payments and various benefits, including traveling on long -distance trains. Parents pay for half the cost of the ticket if they purchase it for children from 10 to 18 years old.
Now such a discount is valid only from September to May for schoolchildren who receive full -time education. And for the rest of the students, including students of technical schools and colleges, it is not applied. We think this is wrong.
Now we will make such a privilege benefit. And we will spread it to all children from 10 to 18 years, regardless of the place and form of training. No confirming documents from educational institutions are required.

The head of state drew attention to the need to regulate the activities of this sector even more modern, understandable and convenient, to increase its effectiveness and give citizens more opportunities to realize themselves in public life.
In Russia, tens of thousands of such organizations work. Many of them conduct extremely important projects in the social sphere, engage in charity work, support those who are in a difficult situation. There are various associations of volunteers, many other structures where caring people with an active life position are involved.
Every year, all non -profit organizations must submit a report on their activities to the Ministry of Justice until mid -April. The preparation of such documents takes a lot of time, and often requires the involvement of third -party specialists, who are simply not on the state. To help non -profit organizations reduce the terms of reporting and reduce costs for these purposes, the government has developed amendments to the legislation.
Now they will be able to send reports exclusively electronically, through a personal account, which will significantly save time.
In addition, a unified form of report will be placed on a special information resource, which will include data on the personal composition of governing bodies, programs and the results of the activities of non -profit organizations, on the use of property, as well as funds, including those received from foreign sources.
This approach should increase transparency and openness in the work of NPOs. It will be easier for conscientious organizations to attract new financing. And every resident of Russia who wants to send a donation or personally take part in their activities will be able to check with whom he is dealing.
We expect that the proposed changes will contribute to the development of our civil society and improve the effectiveness of its interaction with ministries and departments.
To another topic.
Russia continues to deepen integration with Belarus in the framework of the Union State. Today we will discuss the draft law on ratification of an agreement between the two governments, our Central Bank and the National Bank of the Republic of Belarus on cooperation and exchange of information in the field of supervision and control over the financial market.
This document will advance in the implementation of a program to harmonize the norms for regulating the activities of banks, non -state pension funds, insurance companies and other organizations operating in the territory of our countries. Ensure the creation of uniform principles for protecting the interests of depositors and investors. To facilitate the procedures for conducting joint inspections of cross -border operations. And of course, to strengthen the reliability and stability of both the financial institutions themselves and the economy of our two states.
I am sure that these measures will help to continue the development of business partnership of Moscow and Minsk. And they will contribute to the implementation of many promising projects, including business.
