In 2024, the government reached a record indicators of the performing discipline regarding the preparation of bills and regulations. This was announced by Deputy Prime Minister-head of the government apparatus Dmitry Grigorenko during the meeting of the State Duma leadership with state secretaries.

In particular, 99% of the bills were submitted to the State Duma on time last year. This result is record. For comparison, in 2023 this figure was 95%, and in 2022 – 84%. An important achievement was almost 100 percent synchronization of the deadlines for the adoption of laws and by-laws in 2024. This means that legislative initiatives begin to work immediately after adoption, without delay caused by the expectation of the development and approval of by -laws.

Dmitry Grigorenko noted that such a result became possible thanks to the implementation of the monitoring system, which in real time tracks the terms of preparation of documents and allows you to quickly eliminate the emerging delays. This significantly increased the effectiveness of the legislative process and reduced the risks of inconsistency in law enforcement.

The government also improved the procedure for considering bills that come to conclusions or official reviews. To do this, in the procedure for preparing a government position, an automatic coordination mechanism was introduced. As a result, the deadlines for the preparation of reviews and conclusions by federal ministries and departments were reduced by 41% according to the results of 2024. At the same time, the volume of such documents has increased by 15% over the past year.

“In recent years, we focused on improving the performing discipline, and last year has become a record in terms of this task. At the same time, we are constantly improving interaction with parliament, and today the key accent is on the quality of the laws adopted. To achieve this goal, we systematized the work – we allocated priority bills. For example, in the current spring session, one of these priorities for the government and deputies has become a bill to combat telephone and Internet captivity. Its purpose, on the one hand, provide citizens with effective tools for self -defense, and on the other hand, to deprive scammers of the opportunity to use their schemes for deception, ”said Dmitry Grigorenko.

The Deputy Prime Minister added that Russian President Vladimir Putin during a working meeting with government members set the task to take appropriate measures to combat fraud on the Internet as soon as possible.

He also recalled that the government has developed and introduced a comprehensive bill to combat scammers to the State Duma, which contains about 30 measures.

At the end of the meeting, Dmitry Grigorenko supported the proposal of the chairman of the State Duma Vyacheslav Volodin on the need to develop a larger number of direct -acting laws. He noted that this task remains a priority. More and more often, measures fit directly into the laws, which simplifies their application and increases the effectiveness of legal regulation. In particular, as a result of this work, the number of by -law acts prepared by the government over the past 4 years, which was 1.3 thousand in 2024, was reduced 1.5 times.
