Dmitry Chernyshenko took part in the pursuration about the development of education
Deputy Prime Minister Dmitry Chernyshenko, Minister of Education Sergey Kravtsov, Minister of Science and Higher Education Valery Falkov, head of Rosmolodzhiy Grigory Gorov and head of Rosobrnadzor Anzor Muzaev took part in a strategic session, chaired by the chairman of the government, Mikhail Mishustin.
The event summed up a whole series of pursuents under his leadership – in personnel, engineering education and the quality of education as a whole. It discussed the issues of developing an education development strategy until 2036 with a prospect of up to 2040.
Dmitry Chernyshenko noted that the preparation of the strategy is on behalf of President Vladimir Putin. This is an unprecedented work in the latest history of Russia. It involved the widest circle of participants – teachers, scientists, public figures, representatives of different ministries and departments, students and their parents. All subjects are also involved – a meeting with regional ministers of education has already passed, regional and district sessions were held.
“Here, in the coordination center, we receive feedback from different sources. More than 338 thousand opinions from citizens, including more than 45 thousand proposals through the public services portal, have already been collected. Thus, we are preparing a strategy for the whole country. 14 working groups are engaged in the development of proposals and the analysis of materials-this is more than a thousand experts, ”said Deputy Prime Minister.
The process is coordinated by the Ministry of Education, Ministry of Education and Science, Rosmolodzhi and Rosobrnadzor. Active discussion of the strategy took place as part of a government hour on the site of the State Duma. Dmitry Chernyshenko thanked the chairman of the State Duma Vyacheslav Volodin and deputies for the productive dialogue and the decisions that receive legislative continuation.
Answering the question of why the strategy is needed, the Deputy Prime Minister emphasized that a huge number of different participants are involved in the education system. The strategy will fix the uniform principles and approaches to the educational process, will become its main guideline.
In addition, it is necessary to create a sovereign education system that will unite society, reveal the potential of each person and ensure the leadership of Russia in technological, cultural and social development.
“The key mission is to train and educate professionals, patriots of Russia, who retain traditions and form the future. This meets the national goals set by the president. It is important that we do not offer revolutionary changes in the education system, but only an evolutionary approach, when the best we have accumulated since Soviet times is taken. The strategy is based on the best traditions and practices of a scientific and pedagogical domestic school, as well as the main achievements over the past decades, ”said Dmitry Chernyshenko.
The Minister of Education Sergei Kravtsov noted that at the pursue of the Government, the first approaches to the development strategy for the period until 2036 were presented with the prospect of up to 2040.
“This event matters to the whole country. We received approval, instructions have already been given on its further implementation. At the meeting, all the issues that are facing the education system were in detail. This is an increase in teachers’ salaries, and a decrease in bureaucratic load, and unified educational programs, and improving the quality of natural scientific education. We also discussed the results that have already been achieved. Based on them, we must move forward taking into account the challenges that are facing the education system, to the country. I emphasize that it is important to act evolutionarily, to be guided by the principle of “do not harm“, ”the Minister of Education said.
He noticed that the student and teacher are standing in the center of the strategy. The Minister of Education added that it is very important not to lower the quality of education and rely on effective solutions in the field of education. The head of the department recalled that all indicators of the national project “Education” have been achieved. More than 1,600 schools, 1688 kindergartens were built, almost 5 thousand schools were overhaul. By 2030, the task is to bring all schools in the country into normative state.
Speaking about how the higher school will change within the framework of the education development strategy, the head of the Ministry of Education and Science Valery Falkov noted that the changes will be comprehensive and affect all areas of the activities of Russian universities. The center of this great work is a transition to a new model of higher education, which is based on three key principles: fundamental, practical orientation and flexibility. They will be reflected in new educational standards and the mechanism of their quick update, a new list of current specialties will also be formed.
The head of the Ministry of Education and Science emphasized that the task of the entire system of higher education is to prepare professionals with a wide horizons, creative, critically thinking, loving their homeland and ready to work for its benefit.
“Working on the development strategy of education together with colleagues, we offer a set of measures that will enhance the intercoral dialogue between children and adults, make more accessible opportunities for every young person in our country, create high-quality content based on our traditional spiritual and moral values. All these measures are aimed at creating a single educational space at all stages of growing up and the formation of a young man, ”said Grigory Gorov, head of the Rosmolodzh.
