Deputy Prime Minister Alexander Novak held a meeting on the formation of a national model of target business conditions. This is a new stage of work to improve the business climate. The model consists of specific initiatives that entrepreneurs need at each stage of business development.

“The president instructed by 2030 to enter the top 20 countries in terms of business climate. The Ministry of Economic Development of Russia introduced a draft order on the approval of the national model to the government. 11 separate areas of the national model containing target indicators and “roadmaps“ for their implementation. In total, more than 250 measures are planned to improve the business climate at all stages: from registration to exports, ”said the deputy chairman of the government Alexander Novak.

During the meeting, the participants discussed issues of the development of social infrastructure, pre -trial dispute resolution mechanisms, the use of tools of motivated opinions in taxation and reducing the load on the preparation of tax reporting. Representatives of federal executive bodies, business associations and development institutions took part in the work.

In the development of the national model, the key role is assigned to business. Nine out of eleven working groups were headed by representatives of the entrepreneurial community. It was business, together with business associations and departments, determined which barriers need to be eliminated and how progress will be measured.

Particular attention is paid to the regional part of the model. The task is to equalize the conditions for doing business throughout the country, tightening the lagging regions to the results of the leaders. For this, 27 indicators in four areas were identified: real estate, engineering networks, business protection and competition development.
