Deputy Prime Minister Dmitry Chernyshenko held a selector meeting with deputy heads of regions responsible for scientific and technological development (RNTR). Its main topics were the discussion of key decisions of the strategic session under the leadership of the Chairman of the Government on the model of science development and plans for the preparation of the following, the development of the regional segment of the Domain “Science and Innovation”, the results of the assessment of the maturity of the scientific and technological development system of each region.

The meeting was attended by the Governor of the Krasnoyarsk Territory, the chairman of the State Council Commission in the Technological Leadership direction Mikhail Kotyukov, the head of Rospatent Yuri Zubov, the deputy head of the Ministry of Education and Science Andrei Omelchuk, representatives of more than 80 regions of Russia, scientific and educational organizations.

Dmitry Chernyshenko noted that President Vladimir Putin set a national goal – technological leadership. Its achievement is facilitated by the work of the RNTR Institute.

“We have an important task-to build a scientific and technological development system in each region of Russia, which transforms the scientific potential into specific technologies, products and services for the economy and society. The effectiveness of such work directly depends on our “scientific special forces“ – RNTR. One of the tools for supporting its support will be expanding the functionality of the regional segment of the Domain “Science and Innovation“ and the launch of two pilot projects: to distribute the extra -curric part of the control figures for the participation of RNTR subjects and the scaling of regional competitions according to the RNF model, ”he said.

It is expected that the pilot project to distribute the out -of -competition part of the control figures for reception for legally enshrined obligations of the regions on employment of graduates will make it possible to receive specialists in the directions that they demanded in them and guaranteed to provide them with work. Among the pilot regions, it is planned to include the Krasnoyarsk Territory, the Republic of Tatarstan, the Novosibirsk and Tomsk regions.

The pilot project on the scaling of regional competitions on the model of the Russian Scientific Fund (RFF) for other development institutions in priority areas of scientific and technological development will take into account the specific needs and competitive advantages of each region. Thus, the selection and financing of scientific projects will take place at the regional level under the control of development institutions.

The Deputy Prime Minister added that in August 2025 a plan for the implementation of the spatial development strategy of Russia until 2036 was approved. It will ensure the synchronization of spatial and industry development, and will also expand the possibilities for the scientific and technological development of the regions.

Mikhail Kotyukov presented a new model for the development of science and science management in the regions developed by a working group with the participation of six subjects (Krasnoyarsk Territory, Kaluga, Novosibirsk, Tomsk Region, St. Petersburg and Tyumen Region). The model includes three key directions:

1. The region is a participant in the national scientific and technological policy: determining the scientific specialization of territories and their direct participation in the implementation of national projects.

2. The region is a qualified customer: the participation of subjects in the formation of topics of the state assignment for universities and scientific organizations for their socio-economic needs.

3. The region is the creator of an attractive environment: the cooperation of the federal center and subjects in the creation of modern infrastructure (campuses, laboratories in the framework of the Priority 2030 programs, NOC, NCMU) and comfortable conditions for the life and work of scientific personnel.

Mikhail Kotyukov noted that an important component of the work of subjects is the creation of comfortable and attractive conditions for the life of researchers and their families – improvement, resolving issues in the field of housing and communal services, transport accessibility, digitalization of services and services, popularization of science, early career guidance work with schoolchildren.

“It is critical to understand that all these areas are not isolated. Their strength is in relation to interconnection and synergy. The instrument for this should be regional complex programs of scientific and technological development. They need to integrate the tasks of technological policy, a state task for scientific and educational organizations, a set of measures to create an attractive scientific, innovative and social environment. A number of proposals are already in active study, ”he said.

The central tool for coordinating the implementation of the presented model will be the regional segment of the Unified Digital Domain “Science and Innovation”. This resource should become a “single window” for managing and monitoring the scientific and technological profile of the region, a navigator of state support measures and a platform for the search for partners.

“The task posed by the President of the country, the scientific and technological development task requires increasing investments in research and development, as well as accelerating the implementation of the results in the economy. This requires active involvement of the regions. In the field, science is designed to solve practical problems: to create jobs, attract young people and develop local industry. A digital instrument that helps to ensure the coordination of the activities of regional authorities in the field is called upon to become the service “Regional Scientific and Technological Development“ ”,” said Andrey Omelchuk.

According to him, the service will allow the region to fully fulfill the role of a qualified customer, in digital format to plan and implement NTR projects. The service will also synchronize the federal scientific agenda and the socio-economic tasks of the region.

Dmitry Chernyshenko instructed to ensure the integration of the domain with the created digital platform of spatial development. According to Andrei Omelchuk, by the end of the year the Ministry of Education and Science will carry out additional work on the development of service with pilot regions (Krasnoyarsk Territory, Novosibirsk and Tomsk Regions, the Republic of Tatarstan and Bashkortostan) and finalize the methodology of a single navigator.

The director of the Directorate of Priority Educational Initiatives of the Presidential Academy, Natalya Garkusha, presented the results of an assessment of the maturity of the NTR management systems in the regions and the competence of such teams. The results showed that the collegial governing bodies were created in 53 entities, the NTR teams were formed in 35, and the NTR own programs were adopted in 26 regions.

According to the results of the meeting, it was decided to increase the efficiency of the RNTR work to assess their professional competence and assess the maturity of the NTR management system once a year. In addition, the Deputy Prime Minister gave a number of instructions aimed at introducing the presented model, including pilot projects on regional competitions and data integration, as well as to finalize the functionality of the “Science and Innovation” domain.
