Speech by Mikhail Mishustin at a meeting of the Eurasian Intergovernmental Council:
Good afternoon, dear colleagues!
I want to once again greet all the participants in the meeting of the Interior Council in an expanded composition. Of course, I join the words of gratitude to our Kyrgyz friends for a brilliant organization of all events, for hospitality.
In June, at a meeting of the Eurasian Economic Forum in Minsk, Russian President Vladimir Vladimirovich Putin emphasized that in ten years of existence, our union “was rightfully established among one of the key centers of global development”. The overall potential of the Five countries is strengthened.
The gross domestic product of the association added 4.4% according to the results of last year. And in January – March of the current – increased by 2%. What is largely due to the growth of industrial production, construction, agricultural production, retail trade, and investment in fixed capital.
Further joint work to strengthen integration mechanisms is in the interests of all our states. It is necessary to continue to remove restrictions for the free movement of goods, services, capital. Improve the business environment.
A program for the development of exchange trading, which we affirm today, is also aimed at this. Its execution will allow you to form a common market in such a field. Entrepreneurs will have the opportunity to participate in tenders in each of the countries of the Five. It will become easier to find partners and purchase products with minimal costs, which will also give a significant impulse of mutual trade. Its volume last year grew by 6.8%, approached about 9 trillion rubles. The potential, of course, is even higher.
To fully reveal it, you and I, dear colleagues, create a common transport space. It is important that additional events will include additional events in the “road map” for the implementation of a unified policy – to attract popular personnel to the industry.
To improve the quality of logistics services, it is necessary to use electronic document management as actively as possible (about this, colleagues. Continue systemic digitalization of freight railway transportation – both within the Union and in interaction with our partners from friendly states.
It is necessary to form joint mechanisms that will ensure effective customs control of the value of goods entering the union market because of the line. We talked about this and on a narrow composition. To introduce the necessary unified approaches to the use of a risk management system in order to optimize the work of control services and, as a result, reduce the load on bona fide entrepreneurs.
In the zone of our constant attention are questions that especially concern the citizens of the “five” countries. I want to mention such an important sphere as health care.
Today we accept concepts for the development of a common market for drugs and medical devices. The main task is to ensure their safety, efficiency and high quality at all stages of diagnosis, prevention and treatment of diseases. It is necessary to further improve the procedures for registering drugs, medical devices, and establish cooperation between manufacturers. The health of people, all the inhabitants of the countries of the “five” and the observers are always in priority.
Dear colleagues!
These and other directions should be reflected in the “Road map” on the implementation of the Eurasian Economic Path adopted by the presidents. We have to approve the corresponding plan until the end of the year. When filling it, it is important to provide specific goals and objectives that will make it possible to reach practical results. In fact, we lay the landmarks for joint movement forward for the coming decades. And I urge everyone to connect to this work.
As noted by Russian President Vladimir Vladimirovich Putin, our association is always open to cooperation with all interested partners.
And the number of countries that want to expand cooperation with the Union is growing. In May, an agreement on free trade between the Eurasian Economic Union and Iran entered into force. On the sidelines of the summit in Minsk, agreements are signed with the United Arab Emirates, with Mongolia. We expect that the domestic procedures that are necessary for the entry into force of these agreements will be quickly completed by the colleagues. Their implementation in practice will help strengthen economic ties between our countries and will help increase the turnover. And of course, entrepreneurs will receive additional opportunities for the export of their products to the growing markets of the global south.
Dear participants in the meeting!
The Eurasian Economic Union confidently stepped over the first ten -year line. We were faced with a variety of tasks. And most importantly, we worked to solve them together, based on the trust and respect of each other’s interests. I am sure that this is the key to our future success.
Colleagues, thank you for your attention. At the same time, I ask me to excuse me – I need to return to Moscow. You know that today in Alaska there will be a Russian-American summit with the participation of the presidents of Russia and the USA-Vladimir Vladimirovich Putin and Donald Trump. And I need to be present in Russia. Our delegation in full force will continue to work here.
I want to wish you all fruitful work. Success, good luck and until new meetings!
Thank you.
