The results of the work of the corporation for the past period, as well as current activities, including the implementation of the state defense order, implement projects in the field of aircraft industry, combat counterfeiting, and health protection, were discussed.

M.Mushin: Dear Sergey Viktorovich!
You head Rostec – one of the key state corporations that plays a crucial role in achieving technological, industrial sovereignty and is actively involved in solving problems of a national scale. Moreover, this applies to a fairly wide range of products – from medical devices to space technology.
The President has repeatedly spoke about the role of Rostec, including in ensuring the defense capability of our country.
Please tell us about the results of work in recent years and about the tasks that are faced with Rostec today.
S. CHEZOV: Briefly about the results of the year and six months of this.
Rostec has always been and will be the support of the country. It solves many of the most important issues in various fields, as you correctly noticed, from medicine to military equipment and so on.
And of course, the main task is the implementation of the state defense order. Over the past year, we completed a state defense order by 99.5%, almost 100%, and especially in demand samples – completely 100%. This is the so -called presidential list.
For the first half of the year, we have already completed 65% of the supply of finished weapons, finished products and 50% – funds, ammunition, and so on. That is, the needs of our army we provide one hundred percent and even ahead.
At the same time, we are actively developing civilian products.
For the results of the half of the year, we will have approximately revenue 1–1.5 trillion. And 455 billion rubles are revenue received from the production and sale of civilian products. Almost every third ruble is earned by the production of civilian products.
We have a plan for investment in six months – 260 billion. We expect that at the end of the year the revenue will be about 4 trillion (in 2024 it was 3.7 trillion).
At the moment, one of the most important tasks is the production of civilian aircraft.
If we talk about MS-21, then more than 70 systems and units are already Russian, imported. In August, a completely imported plane will fly up. Today, it flies partially imported. And I hope that until the end of 2026 we will complete the certification flights and begin to seriously produce our aircraft. I have just been to the factory in Irkutsk, there are already 14 fuselages there are almost ready. And nine in the stage of refinement.
As for Superjet, it is also completely impressive with us. Now there are certification flights. In 2026, we will begin to produce serial. And according to IL-114 the same, the same situation.
Of course, if we talk about MS-21, and about the “superjection”, probably there is no country in the world that would fully, absolutely produced components for its aircraft. For comparison, both Boeing and Airbus – they have about nine of such global components, large companies around the world, which supply their components for their aircraft. We are forced to do everything ourselves, ourselves.
M.Mushin: One such country was – the Soviet Union.

S. CHEZOV: Exactly, in the Soviet Union it was so. Forced, in general, to return to such practice.
Now as for helicopters. We have “Ansat”. Its production started in 2022. But then we used Pratt & Whitney engines. Today we have created our own VK-650V engine. This engine will be used not only for Ansat, but also for Mi-34 helicopters. This is a new single -engine helicopter, the demand for it will be large. Because both Airbus and Bell – we have a lot of these helicopters, but Their maintenance is practically suspended today. And of course, consumers are waiting for a new helicopter, ours, Russian. We have already created such a helicopter.
If we talk about Ansat, then its range will increase from 505 km to 640 km. The take -off weight will increase. We will also put new screws, both bearing and steering. This will improve maneuverability. Also The cruising speed should increase.
If we talk about aviation as a whole, it is necessary not only to make an airplane, but also to organize its maintenance. Timely supply spare parts and so on.
We were faced with this problem when the “superjet” was the first, not yet imported, began to be supplied to the airline. And then there were quite big problems. There were complaints from airlines. Today we have already created eight of our service points. And by 2030 we will have 15 of them.
And all together with airlines, which also have their own services, we will have 50 of them. We will serve and supply spare parts on time.
As for helicopters, everything is much easier there. Because we have long created a helicopter service company that has repair plants throughout Russia. And they serve all our helicopters.
I would also like to say about such a sphere as the IT-improving the aviation industry. We created the Dome system. Its purpose-after-sales support of all our new aircraft-is a “dry superjet”, MS-21, IL-114, as well as PD-14, PD-8 engines. This system accumulates all the information about the life cycle of the aircraft and the engine, from production to write -off. And connects the entire aviation industry from the manufacturer to the airline. It allows you to work in a single information space for both the manufacturer and all operators and service centers.
M.Mushin: Thank you, Sergey Viktorovich.
Of course, it is very important that the research and design work, which Rostec is engaged in, be ahead with ahead.
The presidential assignment – to bring to 2% of GDP the corresponding expenses on R&D – is designed to help in solving the tasks of technological sovereignty and achieve national goals. And those national projects that are devoted to the issues of technological leadership are impossible without planning to a fairly serious horizon. 2030–2036 is what we are doing now in order to scaling this production later.
Rostec is also occupied by a number of directions in various civilian spheres, including health protection, technology related to this, the fight against counterfeit and many others.
I would like you to talk about such projects.
S. CHEZOV: Digital marking of goods. Today we have more than 500 thousand companies involved in the marking – manufacturers and suppliers. Coves 220 million people. All the country’s box office are connected to this system today. Since last year, we have already involved a permissive mode at the box office. If, for example, expired or counterfeit goods, that is, the marking does not meet the requirements, then the cash desk will not miss this product, it will not break, and the goods will not be sold.
This is a market entrance. This is the elimination of counterfeit. And most importantly, of course, people get a normal, good product. This is especially true for food. These are dairy products and others, including water.
M.Mushin: Any other systems?
S. CHEZOV: We have a large enough medical device, many companies work in this direction. This is the “mop” and “Rosel” (“RosElektronika”)and “Technmash” – only 26 enterprises. Today we have already put 85 thousand units of medical equipment in medical institutions. And we have more than 150 names of registered medical devices in our portfolio.
We set an ambitious target for ourselves – to increase four times in the market. And for this they intend to launch about 40 new types of high -tech equipment into serial production.
I’ll tell you about some.
Most recently, we registered and have already launched an oncocerner with artificial intelligence into production. When a person is taken by a puncture, it is applied to the glass and inserted into this scanner. The scanner photographs, forms a digital photo and compares with the database. And within a few minutes we immediately get the result: is cancer or not cancer. When a person checks and analyzes these pictures, the percentage of errors is quite high, and artificial intelligence actually reduces them to zero.
And one more interesting thing. For those who suffer from diabetes mellitus, foreign companies produced a sensor one that is placed on the shoulder. He immediately analyzes the blood sugar. And if a person needs to look at these indicators, he brings the phone, and the information is displayed on his phone immediately.
M.Mushin: That is, continuous glucose monitoring?
S. CHEZOV: Constant. And at the same time, the information goes away to the attending physician. Now we have learned how to do such sensors ourselves. Until today, all this has been purchased abroad.
If we talk about our employees, then we already have more than 700 thousand people. Today we are one of the largest employers. Probably only “Russian Railways” are larger than us.
Moreover, in the near future our number will increase. I think maybe even by the end of the year it will be about 750 thousand people.
Of course, we have all kinds of social support. This is voluntary medical insurance, and sanatorium-resort treatment, corporate medicine, housing programs.
M.Mushin: Of course, we must bring all the planned projects to the end. The financial model for the production of a fleet of aircraft and helicopters is very important. We spoke about this in detail in July, at the strategic session, which we conducted and then reported to the president. Everyone is waiting for these aircraft. I know that the corporation is trying to make them reliable, effective – this is the meaning. Without a doubt, everything should be safe. But the financial model, that is, the possibilities that manufacturers of the airline for procurement will then provide, should be similar. And when miscalculation, including the macroeconomic situation, this must be done. It seems to me that it would be great if we still thoroughly thought out this model. Maybe they subsidized the possibilities for fuel, some other. It is necessary to discuss all this in the government. And I would ask you as a person who is practicing professionally to make his proposals.
And for other projects. Of course, it is also very important that it works for people and to achieve the national goals that the president set for us.
