LLC “Trans -Baikal Grain Terminal” was created in 2015, it is part of the group of companies “New Ground Grain Corridor”.

In 2022, within the framework of the Government Decree of May 13, 2020 No. 668 of the company, a subsidy from the federal budget was provided in order to reimburse the costs of the infrastructure objects of the “entry railway of the wide range to the OCS“ First Grain Railway terminal “”.

The terminal launch ceremony took place in September 2022 with the participation of the President as part of the event to launch new enterprises at the site of the Eastern Economic Forum.

The terminal is a specialized grain railway complex located on the border of Transbaikalsk (Russia) – Manchuria (China).

Call – up to 8 million tons of grain per year. The volume of lump -sum storage of grain is up to 80 thousand tons.

The planned number of jobs is 551, at the moment 524 is employed.

We just looked at the presentation about the work of the Trans -Baikal Grain Terminal and plans for its development. Large -scale project with large throughput. Which is very important, there are all conditions for the transportation and storage of products. This, of course, opens up additional opportunities for the release of domestic manufacturers – primarily the Far Eastern and Siberian – to foreign markets.

I would like us to discuss the issues of grain export on the whole today.

On behalf of the president, the government systematically supports the agro -industrial complex. First of all, to ensure the food security of our country, so that high -quality, healthy and various foods are available to citizens. The basic target indicators approved by the head of state doctrine in this area are performed. We see growth for many others.

A high level of our own production allows us to supply agricultural products abroad. And thereby making a significant contribution to strengthening world food security. It is based, as you know, cereal crops lie.

Russia here is one of the leaders of the global market. Last year, farmers have harvested a good harvest – almost 130 million tons of grain and grain -bearing. The internal needs were almost completely closed, which made it possible to send record volumes for sale, export to other states.

In 2024, we first occupied a leading place in the supply of barley. We retain positions on wheat, each fourth export party of which in the world today is of Russian origin.

All this once again emphasizes that our country was and remains a reliable partner. We conscientiously fulfill commercial obligations and continue to adhere to such principles.

The head of state outlined the task – by 2030 to increase the export of products of the agro -industrial complex by one and a half times relative to the indicators of 2021. It will be decided, including by increasing grain supply.

And of course, we will continue to provide wide support to our agricultural producers. We also maintain tools that are in demand. Among them is preferential lending, which now has the main demand. Loans on favorable terms can be taken for the purchase of seeds or harvesting. For subsidizing the interest rate on them this year, additional limits were allocated. Moreover, most of them were used to apply for short -term loans, which are especially needed at the beginning of the sowing campaign.

For good results in the agricultural sector, of course, fertilizers are required. The government controls their availability.

They sent the necessary fuel volumes to ensure seasonal field work. We also improve the mechanism of preferential leasing so that agricultural producers can update the park of equipment – tractor, combines and other machines.

And of course, a very important task is to establish the transportation of products. Here we act comprehensively.

Firstly, we provide targeted assistance to the regions. This year, a subsidy for the transportation of grain from Siberia and from the Urals on railways was increased by a third – up to more than 8 billion rubles. Thanks to this, over 2 million tons were shipped, which matters for local farms.

Secondly, we develop the port infrastructure. Over the past year, grain transshipment capacities increased by about 10 million tons to almost 85 million.

And such work will continue. The throughput of access roads to the ports will be expanded. For six years, on behalf of the President, the seclusion capabilities of the Azov-Black Sea and Eastern directions for increasing more than 50 million tons.

Today we need to discuss in detail what other additional steps are needed in order to fully reveal the export potential of domestic agriculture, including here, in the Far East. And strengthen Russia’s position in the global market. This will serve the development of the subjects of the macro -region and, of course, the country as a whole. And it is necessary to increase first of all the quality of life of our people and support entrepreneurs.

Due to our traditions and climatic conditions, Russia firmly fixed the status of a grain-producing country, and, of course, wheat is our basic culture.

As you said, Mikhail Vladimirovich, in general, the grain industry is the basis of the food security of Russia, and not only Russia, the vast majority of the countries of the world.

Since 2016, we have been the leader in the supply of wheat to the world market. Last season, we retained leadership, and we have the same task for the current season. In general, our strategic goal is to maintain leadership in the supply of wheat in the world.

Also, as you noted, in 2024 we had a new record – we became leaders in the supply of barley. This year, we also expect a good barley crop, we hope to repeat this record.

The results of the last season, which ended on July 1, – 44 million tons of Russia put wheat for export. In total, about 53 million tons were delivered in total. In general, this corresponds to the average results of our exports over the past five years. That is, this is a good enough result.

Our geography: we supply grain in 108 states of the world, of which 70 countries import our wheat. We continue to expand export geography. Last year, 11 new countries appeared in our portfolio in export. And we resumed deliveries in 7 countries that suspended the purchase of our grain.

As for the current season, we laid a fairly good base for crops. About 46 million hectares are now confirmed by Seva area under grain crops. In general, the sown passed without any strong failures. There are, of course, difficulties in the weather, now in a number of regions the drought is strong, in a number of regions he floods, we cannot go out for cleaning, but nevertheless we retain our forecast: 135 million tons of grains in total, and 88–90 of them are wheat, our main culture.

Of course, it is impossible to achieve results without state support, you have already talked about this in your speech. We have a fairly wide range of state support. Within the framework of a direct subsidy for the support and sale of grain crops this year, 10 billion rubles are provided, of which more than 1.3 billion rubles for Siberia and the Far East. I note that all the money has already been brought to agricultural producers.

Also for the regions of Siberia and the Far East, program support has been preserved. We removed it all over the country, but left it for two macro -regions. 780 million rubles are also brought to farmers.

Separately, I wanted to say thanks for the preferential lending. Now this, Mikhail Vladimirovich, is probably our key measure of support. This year, 18.6 billion was allocated for seasonal field work, and our pace of development is faster than last year.

Separately, I will say about the measures of support for Russian selection. This is very important, especially in grain. This year, 2.4 billion rubles were allocated for elite seed production and the purchase of seeds, which were created as part of the Federal Scientific and Technical Program.

Such support measures last year made it possible to increase the share of domestic seeds in general. For example, by grain, the share of seeds of domestic selection increased to 77.5%, that is, by almost 6 percentage points.

Given all Seva measures taken by our forecasts for export for the current season, which began on July 1 of the current year: in general, we expect to export 53–55 million tons and wheat – 43–44 million tons, that is, at the level of the current year, taking into account the transitional remnants that we had at the beginning of the season.

Now about Siberia and the Far East. These two macro -regions occupy a special place in the development of the grain complex. Here we collect about 18 million tons. Last year, we completed work to create a map of agricultural land, including this affected Siberia and the Far East. And we understand that Siberia is a growth point for introducing land into circulation: here the potential of land input is already twice the potential of central Russia.

In accordance with the 309th decree, we must increase production by 25%until 2030. This assumes that in Russia it is necessary to collect about 170 million tons of grain in Russia and grain exports should amount to 80 million tons of Siberia and the Far East should account for about 22 million tons.

This can be done by introducing new lands into circulation. We have already begun this program. There is a separate state program – separately in Siberia and the Far East, we began these events.

This increase involves the growth of the surplus. Now we have a surplus of Siberia and the Far East – on average, depending on the harvest, the weather – from 5 million to 8 million tons. That is, for example, in Siberia this year, taking into account the passing residues for July 1, there were about 5 million tons. The surplus of an average of season was 7-8 million tons. That is, this is what needs to be taken out of the Siberian region, that Siberian The region does not consume itself. Given the predicted growth, our surplus can become about 11-12 million tons in this region, and this volume must be taken from the territory of Siberia.

There are several logistics options. We work on logistics here very tightly with the Ministry of Transport and Russian Railways.

There are different ways of logistics from Siberia. Briefly about how we have now built grain logistics. 88% of all grains in Russia are exported by sea through ports. The total capacity of the port transshipment is a little more than 77 million tons – this is in all ports. The rest is exported by vehicles and along the river.

Inside the country, to the ports, we carry out logistics by road, rail and river transport. And here, together with the Ministry of Transport, we consider various options for increasing, in particular, river transportation. Now we test various directions. We believe that it will be possible to reorient part of the railway transportation in the river direction. And of course, we look at multimodal directions, multimodal routes. This will also contribute to the export of grain from Siberia. But so far we are testing them, while there are still clear, certain routes. We hope to finish this year, from next year they should already earn.

In general, we have the main ports in the south – the main volume, as well as in the Baltic states, in the Caspian and the Far East. Siberia, the Siberian region globally, the macroregion, is far from all these ports, so the shoulder of logistics is long. And here, of course, it is impossible to transport grain …
