Under the leadership of the Deputy Prime Minister Alexander Novak, a strategic session “Training of personnel in the field of foreign economic activity (FEA) was held at the site of the All -Russian Academy of Foreign Trade in order to ensure national development goals”. The Ministry of Economic Development presented a large -scale program for training specialists for the sphere of foreign economic activity until 2030.
“By the presidential decree, strategic guidelines for the development of the economy were set, and one of the national goals – by 2030 to increase non -market and energy export to $ 250 billion. This is about twice as much as at the end of 2024. The key factor is the integration of our economy into the world economy. In recent years, significant changes have occurred in the structure and geography of foreign economic activity. Russia actively reoriented trade from Europe and the USA to the markets of friendly countries: China, India, Central Asia, Africa, and the Middle East. All this allows us to strengthen economic integration, ”Alexander Novak said, opening the session.
In connection with the reorientation to the markets of supporting countries, the creation of new chains of supplies of critical goods, the formation of instruments of international payments and the activation of integration processes, business with appropriate competencies is needed. Sanctions have changed the rules of the game. The market needs specialists who know how to build alternative logistics chains in the conditions of geopolitical changes, know how to work with crypto payments, understand sanctions risks, know the languages and specifics of the markets of friendly countries.
To achieve targeted indicators and implement the instructions of the President, the Ministry of Economic Development has developed a program for training personnel for foreign economic activity. «What we are implementing today is a higher education policy applied to a particular field. The number of exporters has grown a multiple, including SMEs. This is what we wanted, for which we fought and what needs to be appreciated, because without personnel we will lose this achievement. Today, foreign economic activity is not just part of the business, but the issue of economics stability», – emphasized the Minister of Economic Development Maxim Reshetnikov.
The head of the Ministry of Education and Science, Valery Falkov, noted that, as part of the training program for the field of foreign economic activity, a list of areas of training and specialties was agreed until 2030.
“It is important that this approach corresponds to the interests of the head center of competencies – the All -Russian Academy of Foreign Trade, while it does not limit the possibilities of other educational institutions in the formation of specialized educational programs,” said Valery Falkov.
Separately, he thanked Maxim Reshetnikov for a systemic, integrated approach in joint work on training for foreign economic activity.
The program provides for system measures to overcome personnel deficit and eliminate the gap between the needs of the business and the capabilities of the educational system. It is aimed at solving key challenges that Russian exporters face, including the need to form new logistics chains, master alternative financial instruments and a deep understanding of the markets of partner countries.
“Large and MSP exporters present different requirements for the competencies of experts in the field of foreign economic activity. Thus, large companies leading a multi -billion dollar business with regular shipments, dozens and hundreds of trade operations, as a rule, need narrow experts with deep knowledge in subject areas of exporting and developing export activities: marketing, sales, sample, logistics or payments. SMEs are limited in the possibilities to keep employees specifically for the development of foreign economic activity. As a result, they value universals that simultaneously perform many functions that also have a “long notebook” with contacts to use effective solutions in logistics, payments, marketing and others, ”said Veronika Nikishin, General Director of the Russian Export Center. In her opinion, special training programs should take into account the needs of both large business and SMEs. Moreover, it is important that they become the property of relevant universities in all regions.
The program provides for large -scale modernization of the educational process. In the coming years, it is planned to develop 180 educational and methodological complexes and online courses in the current areas of foreign economic activity, professional retraining 3 thousand university teachers, conducting 20 international events in the exchange of experience with the participation of universities of the BRICS, EAEU and SCO countries, and the updating of federal educational standards taking into account new requirements for specialists.
The coordination of work will be assumed by the methodological center created for these purposes on the basis of the All -Russian Academy of Foreign Trade, which will ensure the interaction between educational institutions, business and regional authorities. “The center is formed as a platform for cooperation of leading universities, business representatives and authorities. His work is built in three areas: events for schoolchildren (olympiads, career guidance, interaction with parents), the introduction of educational modules in universities, attracting a business to the training of students and teachers, advanced training and retraining of existing foreign trade experts, ”said VUVT Rector of the Ministry of Economic Development Victoria Idrisova.
According to her, within the framework of pilot launch during the 2024/2025 of the academic year, the WAVT prepared 10 educational modules and implemented the training programs for more than 70 of its teachers on the most pressing issues of the investigation of foreign economic activity.
During the discussion of the training program for specialists in the field of foreign economic activity, the participants identified a number of key issues requiring detailed study. One of them is the determination of the training format: whether it will be a separate specialty or a set of competencies integrated into existing professions. “Now we are working on the foundation that will ensure the stability of the economy. The value of the program is not in the efficiency of the submission, but to find answers to all questions, because the training of personnel for foreign economic activity is a strategic task for the country, ”said Maxim Reshetnikov.
After refinement, the program will be sent to the government for approval. It is expected that its implementation will allow you to annually release up to 25 thousand specialists with relevant skills to work in the context of new economic realities. This will be a significant step in strengthening the personnel potential of Russia in the field of international cooperation and trade.
