The First Deputy Prime Minister Denis Manturov held a meeting of the State Commission to counteract the illegal turnover of industrial products. The event was attended by the heads of the Ministry of Industry and Trade Anton Alikhanov, the Ministry of Transport Roman Starovoit, the Ministry of Energy Sergey Tsivilev, the Ministry of Construction of Maksut Shadaev, the Ministry of Health, Alexei Chekunkov, the Ministry of Construction, Irek Fayzullin, representatives of the Federal Tax Service, the FCS, the FAS, Rososprebnadzor, Rosselkhoznadzor, Rosstat, Rospatent, Rospatent, Rospatent, Rospatent, Rospatent. Roszdravnadzor, Rosstandart and other departments and organizations, as well as the heads of subjects.
One of the main issues of the agenda was the normative regulation of the activities of mobile gas stations. As Denis Manturov emphasized, such objects occupy a tangible segment of the fuel market, while the risk of the turnover of poor -quality goods through them is significantly higher than when sailing at stationary gas stations.
“From the beginning of its institution, the State Commission has adopted a number of decisions to prevent illegal implementation of automobile fuel. This brought our results, we analyzed them in detail last year – since 2015, the share of falsified fuel in the market has decreased from 20% to 4%. It is necessary to broadcast this positive trend at mobile gas stations. To do this, it is necessary to normatively fix the rules of trade through this format of refueling and the procedure for their placement. And also take additional measures to combat the “shadow” sellers, ”said Denis Manturov.
As a result, participants in the State Commission approved the “road map” to amend regulatory legal acts related to the regulation of activities for the implementation of automobile fuel through mobile and container gas stations. The document was presented by the head of Rosstandart Anton Shalaev. Also, the interdepartmental sectoral working group for fuel together with regional executive bodies will develop recommendations for the constituent entities of the Russian Federation regarding the procedure for placing such stations.
The second question of the agenda was related to the course of inspections of vehicles imported into Russia for their compliance with the requirements of technical regulations. Members of the commission discussed the results of unscheduled control measures, which are held by Rosstandart on behalf of the government. Based on the results of their consideration, it was decided to continue to check vehicles for their compliance with the requirements of technical regulations, to make decisions on their recall in the non -compliance of vehicles in the standards. In addition, it was decided to organize the work of Rosstandart and Rosakkreditation to identify cases of paperwork on the conformity of single vehicles without testing in accredited laboratories with further cancellation of such documents.
The commission participants also got acquainted with the results of the activities of commissions to combat counterfeit in the regions of Russia, approved the methodology for evaluating turnover in the regions of a number of non -alcoholic beverages and juices, including excisable ones, with the aim of introducing this group of goods into a system of monitoring the situation in the field of illegal industrial production.
In addition, Denis Manturov supported the study of the proposal of the speaker of the Federation Council, voiced by the Prime Minister of the Government on June 30, on the introduction of mandatory marking on baby dairy nutrition and the traceability system of all its ingredients. He emphasized that the digital marking system has already proved its effectiveness, including in the food sector, so the spread of marking to the most socially significant segment of food products is absolutely logical. At the meeting, it was noted that the introduction of a permits at the checkout, which has already reduced the sale of overdue dairy products by 41 times.
The implementation of such a decision will not only allow you to effectively deal with counterfeit in this segment and increase safety, but will also objectively evaluate the provision of regions with children’s nutrition. The Ministry of Industry and Trade was entrusted with the interests of the FOOD to work out the issue of introducing labeling in all segments of baby food.
