Deputy Prime Minister Dmitry Chernyshenko held a meeting of the Government Commission for the implementation of the integrated state program of the Russian Federation “Development of Physical Culture and Sports”.

The meeting was attended by Minister of Sports Mikhail Degtyarev, head of the Federal Medical and Biological Agency of Veronika Skvortsova, Governor of the Tula region, chairman of the State Council Commission in the direction of “Physical Culture and Sports” Dmitry Milyaev, as well as representatives of sports federations and leagues, state corporate societies, joint-time joints and regions.

Dmitry Chernyshenko recalled that the key task of the commission is to develop a single position on the integrated development of sports in the country and combine resources to achieve national goals. For this, it is important to collect feedback from residents of each region.

“We are faced with the task of identifying those drivers that affect the involvement and development of sports in the country. The opinion of Russian citizens is the main indicator in the development of sports in the country. It is important to hear everyone: coach, mentor, medical workers. This will allow us to make a deeper, meaningful analysis and understand how to more accurately and efficiently move to the fulfillment of the instructions of President Vladimir Putin, ”the Deputy Prime Minister emphasized.

Dmitry Chernyshenko noted that to achieve indicators of the state program, it is necessary to evaluate the contribution of each region to the development of sports, identifying the best practices and their distribution throughout the country.

He instructed the Ministry of Sports to develop a rating system based on the implementation of the target indicators of the state program, including observing the construction of sports facilities, involving veterans of his, disabled people, persons with disabilities and all citizens in general.

In addition, on behalf of the head of state, the government develops directives for joint -stock companies with the share of the Russian Federation more than 50% on the regular submission of information about extra -budgetary expenses in the field of sports and coordination of regions on the construction of sports infrastructure.

Dmitry Chernyshenko also noted the regions where, with lower financial costs, good results are achieved, there is the share of citizens’ involvement in systematic sports above the all -Russian indicator.

These included: Kabardino-Balkarian Republic, Karachay-Cherkess Republic, the Republic of Bashkortostan, the Republic of Dagestan, the Republic of Crimea, the Chuvash Republic, Altai Territory, Stavropol Territory, Kirov, Kostroma, Kurgan, Saratov, Tambov, Tula, Ulyanovsk regions.

In turn, the Minister of Sports Mikhail Degtyarev emphasized that the implementation of the complex state program “Sport of Russia” is in full accordance with the approved parameters.

“The execution of the state program goes according to plan, without critical deviations. According to the results of last year, everyone except one, key indicators are overfulfilled, which allows you to predict their successful execution this year, ”he said.

The Minister reported relevant data on key indicators of the development of the sports industry.

“In May 2025, the share of citizens who are systematically involved in physical culture and sports amounted to 60.8%, the level of security of citizens with sports facilities is 63.3%,” the minister brought numbers.

Mikhail Degtyarev paid special attention to regional financing and planned budget indicators.

“In 60 regions, sport budget expenditures reached the indicator or exceeded the indicator of 2%. The planned financing of regional state programs for 2025 is 449 billion rubles. The main expenses are associated with the construction and maintenance of sports facilities, as well as sports training within the framework of state buildings, ”he emphasized.

At the same time, the minister noted that the high volume of investments in the industry does not always correlate directly with the achievement of planned indicators for the availability of precortinfrastructure and satisfaction of citizens with the possibilities for sports.

“However, you need to understand that there is no direct dependence on the amount of sport expenses and the achievement of indicators in the involvement and satisfaction of citizens. In 15 regions that do not yet reach expenses of 2% of the budget, nevertheless with the development of sports, everything is not bad, but at 19, where, on the contrary, a good level of financing, the CPE has not been achieved. This is a subject for study, ”he said.

An important topic of discussion was the use of extrabudgetary sources. The minister spoke about the volume of additional funds planned to attract.

“We analyzed the main sources of extrabudgetary sports financing. In order to include in the integrated state program “Sports of Russia“ Potentially ready measures for a total of 60 billion. In particular, 89 all -Russian sports federations are planning to spend almost 24 billion rubles of their own and attracted funds, sports leagues – 1 billion rubles, have expenses in two of the seven state corporations, as well as several largest private companies, but so far this information is still information Additions, ”said Mikhail Degtyarev.

In turn, the Governor of the Tula region, the chairman of the State Council Commission in the Physical Culture and Sports, Dmitry Milyaev, emphasized that the level of citizens’ satisfaction with the conditions for physical education and sports is one of the key indicators of the effectiveness of the highest officials of the constituent entities of the Russian Federation and the executive bodies of state power of the regions, as well as the integrated state program. The Commission of the State Council for Sports believes that within the framework of the integrated program, it is necessary to conduct polls with an extended set of questions.
