Good afternoon, dear colleagues!
Within the framework of this strategic session, it is necessary to discuss in detail the development of Russian science – a region, without which progress and the appearance of breakthrough innovations are impossible, which largely determine modern approaches in any of the sectors of the economy and in the social sphere.
Russian scientific schools make a significant contribution to world fundamental knowledge, to the creation of advanced technologies today, preserving traditions, participate in solving serious tasks of the state.
The president emphasized: it is important that all our fundamental configurations receive their development and allow us to form new industries and new markets in Russia. This is especially necessary now, when a large number of challenges arise before the country. And all key areas need more the latest, almost oriented solutions made on their own base. So, the role of our scientists, innovators, technologists, testers, and the entire community increases significantly.
Last year, the presidential decree approved the strategy of scientific and technological development. It indicates priorities to which it is necessary to direct support measures. And to achieve them, by 2030, the costs of research and development should be increased to at least 2% of the gross domestic product. Including due to the growth of investment by private business for such purposes at least doubles.
This requires a new model of development of science. Its basis will be national projects, and the result of their implementation should be specific high -tech products, modern technologies, solutions for the real sector, created taking into account the needs of industries, enterprises, in order to launch production as quickly as possible.
It is necessary to combine state and business resources, determine the priority of financing, ensure uniform approaches to planning and managing costs for work, and fully use the tools to increase investment activity of companies.
At the plenary meeting of the St. Petersburg International Economic Forum, the president drew attention to the fact that more intensive interaction between educational organizations, scientific institutions and business environment is needed. This is especially true for small innovative companies. This approach will improve the level of commercialization of inventions, which is not yet high enough.
I emphasize that over the past few years we have gained the experience of such cooperation. It is in demand and effectively. And the created scientific infrastructure, as the president noted, today is our powerful competitive advantage.
Priority-2030 projects attracted billions of rubles of private investment. And in the end, thousands of innovations appeared. Among them, for example, a plasma motor installation for small -sized artificial Earth satellites; unique equipment and manufacturing technologies for large -sized metal parts and blanks using hybrid additive solutions; Autonomous mobile robot for diagnosing electrical substations and power lines. And a number of others.

Now on the basis of consortiums, more than 400 initiatives of strategic importance are being implemented.
A network of world -class scientific centers is successfully working. Their activity is mainly aimed at creating and introducing the most important high -tech solutions into the economy in accordance with the presidential decree.
We are also developing technologies transfers for commercializing the results of intellectual activity. Let me remind you, there are 38 of them now.
Together with them in the regions there are centers of national technological initiative, scientific and educational, bioresursors, and selection and seed centers. The implementation of the projects of the Megasayens class continues.
I note that today there are many young people who are interested in research activities in order to develop professionally in it.
Recently, during a working trip to Sarov, I met with scientists who are just starting their way in the world of great science. Very enthusiastic guys. We held interesting conversations with them.
The project of student design bureaus, which we implement on behalf of the president, successfully started and works. Young people under 35 can participate in them – from schoolchildren to production workers. If they are fond of or professionally engaged in technical creativity, including in applied research and design work.
Such sites based on universities are more than 500 in almost 30 industry and 20 technological areas. Last year, over 28 thousand children studied there. These are future qualified specialists – so necessary for our economy.
The government will continue to provide such talented youth with the necessary support so that they can reveal their potential completely.
Today we will also discuss in detail the development of medical science. This most important direction plays a large role in improving the quality of life of people. Thanks to it, new methods of prevention and diagnosis of diseases, their treatment, and surgical procedures appear. Effective medicines, vaccines, high -tech equipment are created.
In previous years, during the implementation of measures of the relevant strategy and a specialized federal project (it is called “Medical Science for Man”), a modern research landscape was formed. Which allowed our scientists to become leaders in the field of regenerative biomedicine, transplantology, aortic prosthetics and many other areas. And of course, when developing vaccines and drugs. For example, everyone knows our scientists who have developed a drug from Bekhterev’s disease.
The head of state emphasized that it was necessary to pay special attention to medical science, to support strong institutions that combine research activities with practice.
Recently, the government went to modernize about 20 billion rubles. Such events are provided in the national project “Long and active life”.

We have all the key components on the basis of which we have to form a new model of science, taking into account the goals and objectives set by the president. We must determine approaches and decisions within the framework of such a strategic session. I hope that they will become the basis for the further development of this sphere.
