The introductory word of Mikhail Mishustin:

Mikhail Mishustin held a strategic session about the development of a creative economy

Dear colleagues, good afternoon!

At the plenary meeting of the St. Petersburg International Economic Forum last week, the president paid special attention to the issues of creative economy. And he instructed the government, together with the constituent entities of the Russian Federation, to prepare a long -term strategy for the development of this modern segment.

Today, work in these areas is already going on. These include folk art crafts, cinema and animation, performing arts, music, fashion, design, architecture, media and the media, software, video games and much more. In total, there are 16 such areas. These are promising sectors that are primarily based on intellectual activity, where ideas and human capital are the main resource. Millions of people work in these areas who, thanks to their talents and skill, create demanded goods and services.

According to the results of last year, the contribution of the creative economy to the gross domestic product of Russia exceeded 4%. This is 7.5 trillion rubles. Three quarters of the revenue were provided with five sectors – these are software – software, advertising, gastronomy, performing arts and design.

By a decree on national goals, the head of state set the task of increasing the share of creative industries in the economy. By 2030, the indicator should amount to 6% of the country’s GDP.

Creative industries give a very good impetus to the economies of Russian entities, contribute to increasing their competitiveness. As the president noted, many of the regional brands are already related to creative industries. New interesting projects appear.

For example, in Yakutia a cluster “Quarter of Labor” operates. When I visited this republic several years ago, they discussed such an initiative with the head of the region, she was just preparing to launch. And now there is a modern convenient space for both folk crafts and IT startups. Surprised by Yakutia and the number of children – innovators in the field of information technology.

Entrepreneurs are available to Thor Preferences (areas of advanced development) – various tax and other benefits. Almost 200 companies became participants. Their revenue for the past year exceeded 1 billion rubles.

About 750 new jobs appeared.

Such initiatives can become additional growth points for other territories, dozens of single -industry towns, and villages.

To do this, we continue to form the necessary conditions. In February, federal law entered into force, which became the basis for the development of this direction. They provide for the creation of infrastructure to support specialized entrepreneurs throughout the country. Russian subjects themselves will determine what specific spheres are in priority – depending on specialization, on how the situation is on the ground.

Creative clusters will be able to use regional measures of assistance. The government in May adopted a resolution that determined the relevant criteria for obtaining this status. Let me explain: we are talking about spaces where there is everything necessary for the production and sale of creative products.

Of course, we pay special attention to the training of future personnel. It is important that young people have the opportunity to show their talents from an early age. Therefore, for children from 12 to 18 years old who want to combine art and modern technologies, schools of creative industries are opened. Now there are already over 90 in 60 constituent entities of the Russian Federation.

Teenagers study sound engineering, photo and video production, animation and three-dimensional graphics, design, which opens up very good prospects for the children. They will be able to rather decide on the further area of activity.

By the end of the year, 25 more institutions of this format will appear.

Colleagues!

The development of creative industries is necessary to create new highly qualified jobs, increase the production of domestic creative products, and expand our export potential. Many such goods are already in demand abroad.

And of course, this is important for preserving our history, traditions, and increasing the achievements of culture.

We are faced with the task of forming a comprehensive system for supporting creative industries, taking into account the characteristics of each of them, to build the effective interaction of business circles, federal and regional authorities, so that throughout the country, talented citizens have wide opportunities to turn a creative idea into a successful business.
