First of all, in terms of improving the quality of planning. This applies to “industrial support for transport mobility” and “means of production and automation.” And the intended adjustment of their financing.
The conversation was also about a number of projects of technological sovereignty. The president once again emphasized that they should contribute to its strengthening, covering all industries as a whole. These features must be taken into account when preparing the budget for the next three years.
Dear colleagues, the head of state instructed to quickly analyze such projects for compliance with the task, so that it would solve as efficiently as possible with clearly defined financing priorities. This is very important. We will discuss the details related to the financing of these projects.
Second. Ensuring the industry regulatory legal framework. It should be created by a faster pace. Each responsible for the implementation of the national project knows their tasks. The preparation and adoption of acts must be accelerated as much as possible and indicate the clear terms of this work.
Here I would ask to further work out the issue of simplifying the introduction of experimental legal regimes. We need typical solutions that will allow you to quickly introduce industry regulation.

We also watched an exhibition of electronic engineering. We held a separate meeting on the development of high -performance computing for artificial intelligence and supercomputer infrastructure.
It is important to increase your own competencies in these sectors. And the government will continue to do everything necessary for this.
In Nizhny Novgorod, they took part in the anniversary, tenth conference “Digital Industry of Industrial Russia”. It traditionally unites representatives of business, expert and scientific community, and authorities to discuss issues of digital transformation of the economy. The President set the task to ensure technological independence from foreign software. Its implementation requires coordinated actions from entrepreneurs – developers and customers.
Domestic IT industry is actively developing, sought-after modern software products are created. We got acquainted with such promising projects during the inspection of the exhibition.
At the plenary session, the results of the activities of industrial centers of competencies and further steps to replace foreign IT solutions also examined in detail.
Dmitry Yuryevich (Turning to D. Grigorenko)it is necessary to work out sentences and ideas that sounded at the conference. You continued to work with colleagues further there. And taking into account the feedback from business to form a list of instructions based on the results of the CIPR to prepare decisions, including what we were talking about, to support the industry.
We discussed issues of strengthening technological sovereignty at a meeting of the Council of Heads of Government of the Commonwealth of Independent States in Tajikistan. Several important documents have been adopted that are aimed at strengthening economic and humanitarian ties in the CIS. Including the concept of development of cooperation in the field of light industry and the corresponding “roadmap” were approved.
The implementation of the measures provided will help to launch joint projects in this sector with our colleagues, increase the release of demanded goods, expand their range and generally increase the competitiveness of such products.
An agreement was also signed, designed to strengthen partnership in heavy engineering. Together with colleagues in the Commonwealth, we will concentrate on building cooperation chains between our manufacturers. It is necessary to establish an effective exchange of technologies and competencies.
We also begin to increase systemic interaction to support volunteering. The forum of the volunteer movement of the CIS will be established. The first such event is planned to be held in Kazakhstan. Thousands of caring young people from the Commonwealth states will be able to combine efforts to realize significant initiatives, share the best successful practitioners.
Dear colleagues!
CIS participants are the closest neighbors and our key allies. As the president noted, the deepening partnership in the framework of the Commonwealth in various fields meets the indigenous interests of the peoples of our countries. It is important that all reached agreements are fulfilled in full. Carefully control this in your directions.
Now – about the decision, aimed at saving the health of our citizens.
The head of state emphasized the need to pay special attention to medical science, to support strong institutions that combine research activities with practice.
The government will allocate about 20 billion rubles to such federal medical organizations. These funds will go to equip institutions with modern equipment.
This will continue to treat people using the most advanced technologies. Provide patients with high -tech assistance, including using the achievements of nuclear medicine.
87 institutions will receive financing. Among them are the Russian Scientific Center for Surgery named after Petrovsky, the National Research Center for Pediatric Hematology named after Rogachev, the Vishnevsky Surgery Center and many others.
They not only accept patients under compulsory medical insurance programs, but also conduct very important scientific studies, having a decisive influence on the fight against oncology, diabetes mellitus, cardiovascular diseases and many others. Their experts do a lot to improve diagnosis, improve emergency medical care and, of course, to introduce new approaches in the rehabilitation of our citizens. They also actively participate in the educational process, prepare personnel for healthcare.
The government will continue to support such work, including as part of the implementation of the national project “Long and Active Life”.
Tatyana Alekseevna (Golikov)
I will ask you to control how the allocated funds will be used. To make it as effective as possible, in the interests of our citizens.
Today we will also consider issues that relate to the support of a number of regions. First of all, those where there were floods. The head of state pays special attention to the elimination of their consequences, the provision of assistance to victims.
We will discuss an additional allocation of 2 billion rubles for the restoration of regional, inter -municipal and local roads, which were flooded with floods that have occurred recently. Six Russian subjects will receive financing – Trans -Baikal and Primorsky Territory, Amur, Irkutsk, Omsk and Orenburg Regions.
It is important that the relevant departments and local authorities do everything necessary to prevent such situations in the future.
The president emphasized that for three years the entire road network of new regions should be brought into a normative state. For this, there is still a lot to do. Including the current repair and reconstruction of about 100 km of streets, local, municipal and regional tracks. For which we will send about 2.5 billion rubles to the Donetsk and Lugansk People’s Republics, Zaporizhzhya and Kherson regions.
It is important to carefully monitor the deadlines for the work. And all the resources that will be allocated for these purposes must come without delay.
