At the meeting, they agreed on a draft passport of the national project to ensure technological leadership “Development of space activities of the Russian Federation for the period until 2030 and for the future until 2036”, and also discussed the implementation of the development strategy of the Russian Scientific Fund for the period until 2030.
Dmitry Chernyshenko emphasized that on June 6, this national project of technological leadership is planned to be considered at a meeting of the Presidential Council for Strategic Development and National Properties.
“President Vladimir Putin outlined the primary task of building the potential of the domestic space industry. Together with the Roscosmos “The preparation of plans to ensure technological leadership in the field of space activity is completed. The passion of the chairman of the government, Mikhail Mishustin, has successfully passed: the main parameters were approved. The national project of technological leadership on space includes eight federal projects. He also added that to solve the tasks, it will be necessary to think through the programs of fundamental research of space objects and the support measures for education and attracting highly professional young specialists to the industry. Dmitry Bakanov, General Director of the Roscosmos State Corporation, submitted a project of a national project passport. He noted that during the development of the national project, the calls of the Russian cosmos were considered in groups: challenges in the solar system and in long space, challenges in near -Earth space, challenges on Earth. The purpose of the national project is the formation of a technologically independent and globally competitive space industry that forms new markets in promising technologies and services. It is planned that eight Fedroektov, including “Cosmic Science”, “Production and Technological System” and “Personnel for Cosmos”, will include.

During the discussion of the implementation of the development strategy of the Russian Scientific Fund (RNF) for the period until 2030, Dmitry Chernyshenko noted that last year President Vladimir Putin determined his strategic goals and objectives.
“Among the scientific community of the RNF is one of the in demand of grant support for not only fundamental, but also applied research. Scientists from almost all regions of our country take part in the fund’s competitions. His support measures are used in the implementation of national projects of technological leadership, ”he said.
Thanks to the decision of the head of state, from this year, RNF launched competitions aimed at attracting leading foreign scientists to Russian scientific and educational organizations. This is a continuation of the megagrators program.
The Deputy Prime Minister emphasized the importance of taking into account the work supported by the Fund to create high-tech products when planning a research program for national projects to achieve the country’s technological leadership.
In addition, Dmitry Chernyshenko noted the effective experience of the Fund in conducting a scientific examination: RNF has an array of unique information about the achievements of Russian science. It is important that the effective interaction with the expert corps of the Russian Academy of Sciences is established, and the data of the information and analytical system of the RSF are synchronized with the services of the Domain “Science and Innovation”.
“The activity of the RNF is all -Russian in nature. Now, on average, every fifth scientific organization in the country is the funds granted. More than a third of the doctors of sciences and a quarter of all candidates of sciences in Russia conduct their research with the support of the RSF, ”said Vladimir Bespalov, Director General of the Foundation.
Since 2025, the Fund has been involved in the implementation of three national projects to ensure technological leadership: “New Materials and Chemistry”, “Means of production and automation”, “Industrial support of transport mobility”.
“The total amount of financing provided for in the federal budget for the RSF for 2025 for national projects of technological leadership is 1.3 billion rubles. The result of projects supported by the Fund should be 30 technologies or prototypes, ”said Vladimir Bespalov.
Currently, the Fund has announced contests in the framework of two national projects. Carry out all competitive procedures, determine the winners, conclude grant agreements and transfer funds until October 15, 2025.
Separately, the head of the RNF dwell on the issues of interaction with development institutions and shared plans, among which – the integration of the information resources of the Fund with the Domain “Science and Innovation” and establishing closer interaction with the Russian Union of Industrialists and Entrepreneurs.
