The government has determined the list of key projects to replace foreign software with domestic analogues. These projects will be in special control. This was discussed at a meeting of the deputy chairman of the government-head of the government apparatus Dmitry Grigorenko with the heads of industrial centers of competencies as part of the Tsipr-2025 conference.
The Deputy Prime Minister emphasized that these projects were assigned the status of flagship-they are of strategic importance for the country’s technological independence, especially in industry and the defense industry.
Among the criteria for the selection of flagship projects is the critical development for the industry, the possibility of using the software in the critical information infrastructure (KII), the implementation of the project in the interests of the military-industrial complex, as well as the implementation of PLM systems, that is, comprehensive solutions for the design and production of complex equipment.
It was noted that a unified information environment for managing the life cycle of the product by order of the Roscosmos State Corporation is classified as the flagship projects. Development will integrate all the stages of creating products into a single system and optimize the processes of development and production of rocket and space technology. Another initiative is an information system for the production of aviation equipment by order of the United Aircraft Corporation (UAC). It will replace foreign software, allow you to transfer control over all stages of the life cycle of products to the “digital” and increase the efficiency of development work.
“Within the framework of the ICC, advanced technological solutions are created to strengthen the sovereignty of Russia. Today, we make the main focus for the development of heavy software. First of all, we are talking about the introduction of system management systems. These complex solutions allow you to effectively manage all stages- from design to serial production- in key industries: aircraft and shipbuilding, automobile and missile and space industry. It is fundamentally important that all projects – both financed by grants and corporate initiatives – have been implemented on time and successfully implemented in production processes. In this case, the priority is not a source of financing, but the achievement of measurable practical results, ”said Dmitry Grigorenko.
He also recalled that ICC has already shown efficiency and high results. As part of the meeting, the most replicated projects of the ICC were allocated – such initiatives demonstrated the largest indicator for sales revenue. Among them are platforms for designing deposits by order of Rosgeo JSC. The revenue of its developer amounted to about 340% of the size of the grant. In the form of tax deductions, more than 150% of the size of the grant were returned. Another successfully replicated development is the Ujin platform for developing smart houses and digitalization of housing and communal services. The revenue from its sale amounted to about 60% of the size of the grant, more than 42% of the size of the grant returned in the form of taxes.
In total, about 200 projects for import substitution of foreign software with Russian developments are currently in the work. Their implementation is carried out both with grant support of the state and at the expense of their own investments of developing companies.
The initiatives are divided into two stages of implementation. The first wave, which started in 2022, includes about 150 projects, of which more than 40% are fully completed today: these are 59 projects implemented at their own expense participants, as well as 7 grant projects.
In May of this year, a second wave was launched, which included 49 more projects: 17 – with public financing and 32 at the expense of companies.
