Deputy Chairman of the Government of Russia Dmitry Patrushev spoke at the plenary meeting of the XI Nevsky International Ecological Congress. The event was attended by the Chairman of the Federation Council Valentina Matvienko, the head of the Ministry of Natural Resources Alexander Kozlov, the governor of St. Petersburg Alexander Beglov and representatives of parliaments and governments of foreign countries.
“The wide composition of participants from more than 70 countries and 17 international organizations, as well as the active involvement of young people in the work of the congress confirm that the ecology has no boundaries, does not depend on age or political views. The dynamic development of the economy increases human responsibility to nature. In this regard, effective management of natural resources is important for any state and for each person. In Russia, the environmental well -being of citizens is one of the strategic priorities. He was allocated by the President of Russia into a separate national goal. Within the framework of the national project “Environmental well -being“, the activities of all branches of power, business and citizens are combined. About 800 billion rubles will be allocated to the implementation of its events until 2030, ”said Dmitry Patrushev.
The Deputy Prime Minister emphasized that the Russian government consistently expands the set of tools to effectively monitor the implementation of all environmental projects, the development strategies of several industries are actualized at once: forest and water farms, systems of specially protected natural territories and hunting.
“Russia is actively advocating the consolidation of the efforts of the world community in the field of ecology. We support the initiatives through the United Nations, work within the framework of more than 20 conventions and agreements. In addition, the pools of 70 rivers are cross -border. Therefore, we attach great importance to cooperation with foreign partners. In particular, we consider it important to concentrate efforts on expanding horizontal connections between governments, experts and scientific communities. This will allow you to exchange advanced experience, research results and technologies globally and comprehensively in the relationship of “Water – climate – food and energy security“, ”added Dmitry Patrushev.
The Deputy Prime Minister listed the main vectors of work in priority ecological areas in Russia. In particular, the infrastructure is systematically created to clean polluted drains at water bodies. In the previous six years, about 130 treatment facilities were built on the Volga and Lake Lake Baikal. In the national project “Environmental well -being” the geography of events will be expanded, and will cover the country’s largest water arteries.
To reduce harmful emissions into the atmosphere and the negative impact on the environment in Russia, systematic work is underway to control the functioning of treatment facilities at enterprises and their modernization, the principles of the environmental responsibility of the business are being implemented.
Forest restoration is more intense. Over the past six years, the area of new plantations has reached almost 8 million hectares.
Speaking about the formation of the closed cycle economy, Dmitry Patrushev noted that in six years almost 300 waste management objects appeared. Within the framework of the new national project, the task is to build at least 400. Until 2030, it is planned to eliminate at least 50 objects of accumulated harm.
The Deputy Prime Minister noted that the challenge for all countries is the preservation of biodiversity. The most important role is played by international cooperation. According to the results of a large joint work in Russia, the number of Far Eastern leopard was increased almost three times, the Amur tiger is one and a half times. Within the framework of the national project “Environmental well -being” in the focus of attention – the preservation of 17 rare and endangered objects of the animal world. A large role in maintaining biodiversity is played by a protected system. And here Russia is also ready to adopt the best international experience.
“Given the scale of Russia, we are aware of our responsibility for the preservation of natural wealth. Therefore, we will continue our development with maximum care of the environment, ”summed up Dmitry Patrushev.
