Good afternoon, dear colleagues!

Before we move on to the agenda of the government meeting, I want to say about the decisions made.

The President noted that one of the key priorities is to build up opportunities for specialized and high -tech medical care.

For the current year, significant funds are provided for its provision, including over 3.5 billion rubles-for the conduct of the most difficult operations in federal clinics using unique methods of cardiovascular surgery, as well as transplantation. Citizens can pass them for free – after the doctor’s appointment, according to the compulsory medical insurance policy.

To increase the availability of such treatment, the government additionally directed almost 1 billion rubles. Increased financing will make assistance to several hundreds of patients with very serious diagnoses this year. It is often about the salvation of life.

And of course, it is important to continue to do everything necessary throughout the country to expand the capabilities of citizens to restore and improve their health using advanced approaches in medicine.

I also want to say about one signed document, it applies to the Donetsk and Lugansk People’s Republics, the Zaporizhzhya and Kherson regions.

As the president noted, the solution of economic and social issues there cannot be postponed, we must now deal with them, for the sake of people who live in these territories.

Corrections have been prepared that provide the opportunity to implement the state program of effective involvement of agricultural land in the circulation there. Among its events is the formation of a unified federal map of land for the needs of the agro-industrial complex. Over the past three years, 73 Russian subjects have already been included in it. Now it will be complemented by four new regions.

Another change in the state program is the creation of a federal soil card. It will become the basis for monitoring the state of agricultural land and will help identify those lands that are not yet used in the agricultural industry throughout the country.

The list of agricultural land is also expanding, in respect of which cadastral work is carried out, which will allow farmers to receive subsidies from the federal budget for these purposes in all constituent entities of the Russian Federation.

Such measures will help to increase production volumes in the country’s agro -industrial complex, harvesting good crops and, which is also very important, contribute to the appearance of new jobs in the subjects of new jobs.

Now – to the agenda of today.

At a meeting of the State Council, dedicated to the support of families, the president emphasized that it is necessary to pay special attention to the future mothers-students. And he instructed to increase pregnancy benefits for them.

The government has developed the necessary changes to the legislation for this. We will consider them today.

According to the amendments, the size of such a payment is proposed to calculate based on the size of the regional subsistence level, and not a scholarship, as is done now. Thus, the amount of assistance that a woman can receive in 140 days of the so -called maternity leave will grow several times – up to 90 thousand rubles on average in the country. Here the exact size depends on the specific subject of the Russian Federation.

Such support will be provided at the expense of the federal budget for future mothers who are in full -time training in universities and colleges, as well as in institutions of additional professional education and in scientific organizations.

We expect that after introducing to the State Duma, the bill will quickly pass all procedures and approval and enter into force from the beginning of the new school year, and this measure will be a good help for student families in which the mother decided to combine the profession with the birth and upbringing of the baby.

On the agenda of the meeting today there are a number of questions about the support of the regions.

First of all, the Belgorod region. As the president repeatedly emphasized, the residents of the border will not be left without the attention of the authorities.

This is especially important when it comes to children.

The government will help this Russian subject organize a vacation for children who live in settlements where the situation is not easy.

We will send more than 1 billion rubles so that more than 16 thousand schoolchildren can go for the summer holidays to children’s camps. We gained strength there, interestingly, actively and with good health, spent time.

Anton Germanovich (Turning to A. Silunov), the academic year is already coming to an end, so it is necessary to bring these funds to the Belgorod region as soon as possible so that the regional authorities will timely prepare trips for the children.

And yet.

We continue to provide assistance to business in the Kursk, Belgorod and Bryansk regions. On a systemic basis, we are implementing a set of measures so that companies retain their production capacities, and individual entrepreneurs – their business.

Within the framework of the mechanism of the free economic zone, benefits are provided for the payment of insurance premiums and individual taxes, grants, leasing for equipment at a reduced rate are provided. Due to this, entrepreneurs can reduce expenses and direct the released funds into the turnover of their company.

Also, these Russian entities are paid subsidies for organizations that were forced to suspend their activities. The government will send almost 620 million rubles for these purposes in order to compensate for the costs during the downtime for reasons that do not depend on either them or their employees. For a period from January to June this year.

The main advantage of almost any company is qualified personnel. We expect that thanks to such a measure, the business will be able to save its teams, which means that he will save its business and production.

Now we will send over 5 billion rubles for the purchase of about a hundred transformers and mobile modular substations. They will go to the formation of an emergency reserve of equipment of the most popular class. This will quickly restore the supply of electricity in the event of an unforeseen situation. And in general, the quality of power supply for people and enterprises will improve.

Such an operational reserve, ready for immediate use, of course, will help increase the reliability of the entire network economy of new regions and also help the development of the social sphere and the economy of these Russian subjects and, as a result, their integration into a single space of our country.

To another topic.

The summer tourist season will begin very soon. The government continues to maintain the expansion of internal infrastructure for this in order to strengthen the interest of our citizens and guests because of the border to trips in Russia. Including- in the medium and long term.

For this purpose, appropriate changes to the Tax Code have been developed. It is proposed to extend until the end of 2030 the right to use the zero value of value added tax for hotels and other travelers. Their owners will be able to optimize the cost of their product, direct resources to further improvement of services or the construction of new capacities.

We will also increase from 2 to 3 billion rubles the maximum threshold of income of catering organizations, in which they will be exempted from paying value added tax. We are talking about cafes, bars, restaurants and a number of others.

Such solutions will strengthen the development of the industry. They will give its dynamics an additional impulse, which will also affect the adjacent segments, where there are many representatives of small and medium -sized businesses. And you know that in the field of tourism a multiplier, which affects adjacent industries, is the largest. We know this, based on global practice.
