In Moscow, a meeting of the intergovernmental Russian-Chinese commission for cooperation and the development of the Far East of the Russian Federation and the northeast of the People’s Republic of China and the development of the Far Republic of China and the North-East of the People’s Republic was held. The Russian part of the commission is headed by the deputy chairman of the government – Plenipotentiary representative of the president to the Far Eastern Federal District Yuri Trutnev. The head of the Chinese part of the commission is the Deputy Chairman of the State Council of China, China Zhang Gotsin.
“Our meeting takes place immediately after an important political event-the official visit of the Chairman of the People’s Republic of China, Xi Jinping to Russia and its participation in celebrations on the occasion of the 80th anniversary of Victory in the Great Patriotic War. The leaders of our countries confirmed the course to strengthen good neighborliness and cooperation. In late August – early September, the President of the Russian Federation Vladimir Vladimirovich Putin plans to visit China to participate in the Shanghai Cooperation Organization and Grand Celestment Summit on the occasion of the Victory anniversary of Japan and the end of World War II. Relations between Russia and China are an important stabilizing factor in world politics and economics. I am sure that the work of our commission as one of the bridges of cooperation between Russia and China today is of particular importance. In recent years, our countries have encountered unprecedented challenges, the destabilization of international relations and the world economy. At the same time, Russian-Chinese ties continue to strengthen. In 2024, mutual turnover set a record again, reaching almost $ 245 billion. I am sure that our meeting today will contribute to the implementation of the agreements of the heads of state and governments, primarily in the development of cooperation between the Far East of Russia and the north-east of China, ”Yuri Trutnev opened the meeting.
“In recent years, under the strategic leadership of the Chairman of the People’s Republic of China, Xi Jinping and the President of the Russian Federation Vladimir Vladimirovich Putin, Sino-Russian relations reached the highest level in their history and have become the standard of cooperation between world powers and neighboring countries. Our leaders set a course and direction for our further interaction, sent the whole world a clear signal about the stable and healthy development of Sino-Russian relations at a high level, which introduced stability and positive to a complex international situation. The key task of today’s meeting is to implement agreements between our leaders and conduct appropriate preparations for the upcoming meeting between them, as well as for regular meetings of the heads of government. Currently, individual countries under various pretexts abuse tariff measures, which grossly violating the laws, rights and interests of other states and seriously contradicts the Rules of the WTO, damages the multilateral trading system, undermines the stability of the global economic order. Such actions have a negative impact on the world supplies and production chains. In these conditions, it is important for us to consistently deepen cooperation in all areas, including the interaction of the north-east of the People’s Republic of China and the Far East of the Russian Federation in order to make an even greater contribution to the development of our countries, ”said Zhang Gotsin.
The results and promising areas of joint work in the Far East of the Russian Federation and the northeast of the People’s Republic of China were discussed. For 6 years (from 2018 to 2023), the trade turnover of the Far East of Russia with the People’s Republic of China grew by almost 2.5 times and in 2023 exceeded 1.9 trillion rubles.
In the territories of advanced development and in the free port of Vladivostok with the participation of Chinese capital, 65 investment projects with a total investment of 1 trillion rubles are being implemented. Projects with the participation of Chinese companies in the total investment in the Far East are 10%. In a number of large projects, Chinese companies are technological partners, carry out work on the construction of new enterprises, and participate in launch work.
Work is being completed to create a new preferential regime – the international territory of advanced development. The regime was developed in interaction with representatives of China and other countries. The bill on international territories of advanced development was adopted in the first reading of the State Duma of the Russian Federation. By the end of this year, the regime will be created. Chinese companies are interested in interaction in the framework of a new legal shell. Five companies from China have already appeared as residents.
The development of transport infrastructure was considered. In 2024, the volume of bilateral foreign trade transportation of goods through the border crossings and seaports of Russia and China grew by 9% to almost 176 million tons. In 2024, ground for passage on the border with China increased from 40.4 to 45.9 million tons. A significant contribution to the growth of two new bridge transitions in 2022: Blagoveshchensk – Blagoveshchensk – Heihe and Nizhneleninsky – Tunjiang. In 2024, 6.2 million tons of cargo were transported along them.
An increase in cargo flow may contribute to the construction of a bridge in the area of the settlements of Jalind (Russia) and MOHE (China). The Amur Region and the Province of Heilongjiang formed a promising cargo base. The location of the bridge is agreed. Key project participants and the main technical parameters are identified on the Russian side.
The Russian side invited Chinese partners to the further development of the Northern Sea Route. In 2024, the number of flights operated by Chinese companies in the SMP water area increased 2 times and amounted to 14 flights.
On behalf of Russian President Vladimir Putin, a project is being implemented to create an innovative scientific and technological center on the island of Russian. Research centers are created in the field of biotechnology, pharmaceuticals, biomedicines, marine engineering, artificial intelligence and big data. The construction of the pilot building is completed. Chinese organizations and departments, representatives of the scientific communities were proposed to take part in the implementation of joint projects in these areas.
“In September of this year, in Vladivostok with the participation of the President of the Russian Federation, the anniversary, tenth Eastern Economic Forum will be held. This event is invariably an important platform for the development of cooperation with the countries of the Asia-Pacific region. China is traditionally one of the main guests of the Eastern Economic Forum. We invite Chinese colleagues to take part in the work of the Tenth Eastern Economic Forum in September this year, ”said Yuri Trutnev.
Summing up the meeting, Yuri Trutnev once again emphasized: “The Russian government is open to the dialogue and is ready to support Chinese partners in the Far East.”
