The results of the Rosagrolysing work were discussed to update the agricultural machinery park, as well as new projects of the company, including the development of the technique service and the implementation of the program of preferential leasing of garbage trucks.

Meeting Mikhail Mishustin with the General Director of Rosagrolysing JSC Pavel Kosov
M.Mushin:
Dear Pavel Nikolaevich, you are heading the Rosagrolysing company, which has been providing our farmers, agricultural products for equipment for somewhere for a quarter of a century. These are primarily combines, tractors, vehicles.
It is very important that all the necessary tools, equipment, technologies and machines are available. And of course, the structure of financing, the possibilities of leasing, which Rosagrolysing provides these companies are still important.
The President pays a lot of attention to agricultural production. We constantly hold relevant thematic meetings. And the president emphasizes that leasing today is a rather flexible tool that allows our agricultural producers to work in their own market and promote our products abroad. Which, of course, strengthens the role of Russia as an important supplier of food in the world market.
Pavel Nikolaevich, tell us what goals you managed to achieve. And, most importantly, now the sowing campaign in a number of regions is still ongoing. What was done in order to provide our farmers with everything necessary?
P. Kosov:
Dear Mikhail Vladimirovich¸, as part of the completion of the previous strategic five -year cycle, which ended last year, we successfully achieved the goals set for us. The main tasks were changes in the business model of the company and ensuring the technological modernization of the agro-industrial complex.
The indicators of the 2024 strategy were performed by us ahead of schedule with almost two -time leads. So, for example, the volume of the new business of 2024 amounted to 119 billion rubles under the plan of 54 billion. And the total portfolio of the company reached 369 billion rubles under the plan of 98 billion.
We also completed the target indicator for the number of equipment ahead of the year. Of course, this became possible thanks to extraordinary support of the state. The shareholder’s function is performed by the Ministry of Agriculture.
And I would like to say separately that we faced a non -trivial task for the financial recovery of the company. We coped with her. Over the past five years, the company has been operating in profitable mode. 2024 became a record from the point of view of our investments in the agro -industrial complex. It is enough to say that every second tractor and every second combine in the country was acquired through the Rosagrolysing program. Our services have become more affordable. We opened 10 branches in all federal districts, including a branch in Mariupol, which has been operating in a new territory since December last year.
What is Rosagrolysing today? This is the largest lessor in the agro -industrial complex. This is the main sales channel for agricultural builders. Several digits: more than 80% of the products of Rostselmash, Pegasas Agro, Bryanskselmash and more than 35% of the products of the St. Petersburg Tractor Plant last year were sold using our programs.
And we are the largest owner of the technique in the country due to the specifics of leasing. We own more than 55 thousand agriculturals.
M.Mushin:
What part of this is Russian production?
P. Kosov:
85% – domestic machines. 15% are divided as follows: 10% are Belarusian production machines and 5% – imported.
Last year, we found the opportunity to keep a preferential rate at a very low level. Last year, the total supply of equipment for agricultural producers amounted to 18.8 thousand units of equipment, of which 14 thousand were provided for preferential leasing up to 7 years at a rate of 6% per annum. This, of course, has created a good foundation for spring field work. Now more than 20 thousand units of equipment purchased according to leasing programs are ready to exit or work in the fields.
And at the same time, of course, we traditionally continue to implement our programs made in order to ensure that agricultural producers can easily acquire domestic equipment on more affordable conditions.
Now we have a thaw program. Its main point, in addition to other preferential leasing tools, is that we give a delay in paying for the main debt until October of this year. That is, in fact, sowed, harvested, earned and only after that you can start calculating with us.
M.Mushin:
Now, in the midst of a sowing campaign, every hour is important for agricultural producers, for those who work in the field. And the provision of quality equipment, financial support for all those who today provide us, including food security, is of great importance.
I know that you have recently submitted a five -year company for the development of the company. What else, except for the support of agricultural producers, is important to you? What does Rosagrolysing do in this regard?
P. Kosov:
Of course, within the framework of strategy-2030, the agro-industrial complex remains our main priority. Here we will pay attention not just to the supply of technology – we want to double the volume of our investments to the acquisition of equipment compared to the same indicator of last year. But within the framework of the strategy, we allow the company to go beyond just leasing. Already today we have a new product called Factoring. As part of the 2030 strategy, we want to become a service company that will provide our farmers with services for the service of equipment, the provision of equipment in leasing, conducting some agronomic work: plowing, harvesting or spraying. We proceed from the fact that by 2030 the share of new products should be equal to the volume of traditional leasing. That is, we actually create a “single window” for customers, a certain ecosystem, where they receive everything they need for their daily work.
In addition, we are actively planning to enter those industries where our competencies and experience can be in demand. For example, we launched a program of preferential leasing of garbage trucks along with the Ministry of Natural Resources. The problem is very similar to the agro -industrial complex. The technique in the regions is very worn out. And our task is not only to update it, but also to do it systematically, retaining working capital for the implementation of the development of infrastructure for the treatment of MSW. This is not just a business project for us. This program has high social significance, improves the quality of life, while restraining the growth of tariffs for the population. Within the framework of this program, we plan to purchase 7.2 thousand units of equipment within five years. And the total investment of the company will exceed 100 billion rubles.
M.Mushin:
Here I would like to say about such a direction as feedback from those who use the equipment, from our farmers, from manufacturers. The president constantly talks about this.
A lot depends on the Rosagrolysing, and if your company directly collected information about the quality of the equipment, directly made its analytical divisions an appropriate analysis, including post -conservation services, about comparisons with competitors’ models, and brought all this to the manufacturers who have agreements with you, this would be very important. Because when the farmers complain of some things, it is better that at first it is the financial shoulder that is substituted that affects the changes associated with production cycles, with service maintenance, the manufacturers, especially, of course, from the Russian Federation.
The quality of our technology is much better today. A year after year is a process of improving the effectiveness of all technical characteristics. But for industrial sovereignty in the time of unprecedented sanctions, which limit both supply and the possibilities of interacting with other countries, it is necessary to clearly measure the quality of the product that you offer farmers.
