The All-Russian Scientific and Practical Conference “from the year of the family-to the age of the family” was held at the Russian International Information Agency. The conference was attended by Deputy Chairman of the Government Tatyana Golikova, Presidential Plenipotentiary Representative of the Central Federal District Igor Shchegolev, Head of the Presidential Directorate for Public Projects Sergey Novikov, Minister of Transport Roman Starovoit, State Secretary-Deputy Minister of Defense Anna Tsivilev, Chairman of the Federation Council and Culture Committee of Lilia Gumerova. The conference was organized by the Institute of Demographical Policy named after D.I. Mendeleev.

“Family support, health savings, and preservation of the population is the main national goal, determined by the president of our country Vladimir Vladimirovich Putin. To achieve it, a steady increase in birth rate is necessary. The well -being of Russia depends on how much more and at what pace we will grow. The result of the year of the family was the preservation in 2024 of the total birth rate at 2023 – 1.4. In 18 regions, an increase in the birth rate is recorded, including in those where this indicator has previously declined. In addition, last year the growth of third and subsequent children has been preserved – by 1.1%. Over the past two years, the number of large families and children in them increased by 1.2 times, ”said Tatyana Golikova.

Last year, the government approved the Strategy for the implementation of family and demographic policy, the support of large families until 2036. From January 1, 2025, the National Project “Family” began, including measures to support young, large families, older generation, development of children’s health, strengthening reproductive health, promoting family values.

By the decree of the President of Russia “On Social Support of Major Family”, an unlimited status of a large family was established and the right to expand this category was preserved behind the regions. In 40 regions, decisions have already been made to provide measures to support large families without taking into account the criteria for need.

Since October 1, 2024, thanks to the created register of large families, an electronic certificate was launched without the collection of additional documents. To date, more than 1.6 million electronic certificates have been issued.

Since 2022, the title of “Mother Heroin” has been revived, it is equal to the title of the hero of labor in terms of social guarantees.

It is important to pay special attention to maintaining the reproductive health of the population and working with women in a reproductive selection situation. To do this, since 2024, the program of state guarantees includes a medical examination of the adult population to assess reproductive health. The serious task of the regions is to increase the popularity of reproductive medical examination among residents.

At the same time, work is extremely important to preserve the already originated lives – a decrease in the number of abortion. A set of measures of legal, psychological, medical and social assistance to women in a reproductive choice situation has been developed. Thanks to this, more than 41 thousand pregnancies were preserved last year.

The quality and availability of medical care in small cities and rural areas is increasing. Within the framework of the National Project “Family” 336 women’s consultations will be completed, 142 perinatal centers, maternity hospitals and 180 children’s hospitals, children’s clinics will be equipped with 536 mobile medical complexes.

Particular attention is paid to promoting family values, creating conditions for family leisure, creativity, sports, modernization of cultural houses, regional theaters, museums, libraries, clubs.

In addition, measures are taken to successfully combine professional development with the birth and education of children.

Over the past two years, insurance guarantees for working women have been significantly expanded, including the maximum size of benefits. In 2025, the size of pregnancy and childbirth benefits, as well as a monthly childcare allowance increased 1.4 times compared to 2024. The right to benefit the child’s care is preserved in the event of a parent’s early exit to work.

For the development of corporate social and demographic policy, a corporate demographic standard was developed, which at the end of last year was adopted by the Russian three-way commission to regulate social and labor relations and is now recommended for implementing enterprises and organizations.

Attention is paid to the support of student families. The universities open their support centers, the conditions for cohabitants are created in hostels, including spouses from different universities, are opening groups of short-term stay of children and the room of the mother and child, and the practice of transferring young mothers from paid training to a budget place is developing.

“For the birth of a child, confidence in tomorrow is important, in working with growing wages, in the promising development of the city or the village where the family lives – the creation of new jobs, a comfortable and safe environment, and improve the social infrastructure. Therefore, everything that is done in the regions should be oriented to the family. The construction of residential and social facilities, transport accessibility, ecology – each implemented project should be aimed at creating favorable conditions for families so that we, Russians, become more, ”said Tatyana Golikova.
