News – Government of Russia

In the Chukotsk Autonomous Okrug, the stage of active construction of the Baim Mining and processing plant (Baim GOK) started. This is the first GOK in Russia using unmanned technologies and the Internet of things when mining copper ore. The deputy chairman of the government, head of the government apparatus, Dmitry Grigorenko, and the deputy chairman of the government, the Presidential Presidential Representative in the Far Eastern Federal District, Yuri Trutnev during a working trip on the industrial development facilities of the Far East,

The plant is being built on the territory of the Baim ore zone, which has not been developed for decades due to difficult climatic conditions, the lack of infrastructure and technology. The financial support for the project is provided by the State Corporation VEB.RF and the syndicate of commercial banks as part of the project financing factory. The total investment will exceed 1.1 trillion rubles.

“The Baim GOK is a complex and extremely capital -intensive project. Its implementation is complicated by objective factors: the complete absence of infrastructure, the polar climate and significant removal from industrial centers. In this regard, the systemic participation of the state becomes a prerequisite for the implementation of the project. The key role in its financing is played by VEB.rf “. This is an example of how the business and the state together solve strategic problems and achieve the result even where it used to seem impossible,” said Dmitry Grigorenko.

“Today, a whole team of the Government of the Russian Federation has gathered at the Chukotka to see the project of the development of the Baim field. Because the development of the deposit and the construction of objects of the Baim Mining and processing plant is of particular importance not only for Chukotka and the Far East, but the whole country. The launch of the enterprise will bring the region to a fundamentally new standard of living. This project actually transforms the economy of Chukotka, making it self -sufficient: the gross regional product of the Chukotka will be doubled, and the district budget will become non -documentary. Together with our colleagues from the government, federal bodies and Chukotka, we will create all the conditions so that the economic potential increases sharply on Chukotka, the budget revenues have increased, and all this benefited people, ”said Yuri Trutnev.

During the construction of the Baim GOK, advanced technologies are used. In particular, under the control of the intellectual system, unmanned career dump trucks and drilling machines will work. The system in real time analyzes the workspace, transfers data to the central dispatching point, where special artificial intelligence algorithms optimize production processes and technology routes. For the first time in the copper industry, direct flotation technology will be used, which allows you to more effectively process ore, reduce waste and consumption of resources. This approach provides high performance, production security and environmental friendliness.

Dmitry Grigorenko emphasized that the Baim project is not limited to the construction of a separate facility, but provides for the creation of all the necessary infrastructure from scratch for the work of the plant – from roads, port and energy complex to the residential area.

The construction of key internal infrastructure facilities was completed: take-off and landing platform, fuel, power lines of 110 kV power transmission with a substation, on-site roads, the first stage of the shift town for 1.2 thousand people, the transport center in Bilibin. The construction of external infrastructure facilities continues: the port of the Chaun, as well as the roads and power lines with a length of more than 400 km to the field.

“Baim GOK is a unique project in scale and effects. It is the largest project implemented with the participation of VEB.rf and commercial banks as part of the project financing factory. Mechanisms of state support, as well as the competence of VEB.rf and Partner banks, have been increasing the availability of credit resources, increasing the loan terms and distribute risks between project participants, ”said VEB.RF chairman Igor Shuvalov.

The industrial operation of the Baim GOK will begin in 2029. The design capacity of the plant is about 70 million tons of copper ore per year.

The start of the development of the Baim ore zone in 2018 at the Eastern Economic Forum was given by Russian President Vladimir Putin. In 2021, the government approved the “roadmap” of the project, providing comprehensive support at the federal level.

The project is included in the strategy of socio-economic development of the Far East and the Baikal region for the period until 2025 and the strategy for socio-economic development of the Chukchi Autonomous Okrug until 2030.

State support also includes tax benefits and simplified administrative procedures as part of the Preferential Regime of the Chukotka Thor.

“We moved from the design stage to active construction. The volume of investments will exceed 1.1 trillion rubles, of which more than 260 billion have already been mastered. It is important for us that federal institutions and authorities that support support the high pace of our work in the harsh conditions of the Far North. Support “VEB.rf“, in particular, is not just financing, but confidence in our strategy, professionalism of the team and the long -term potential of the project, ”said Georgy Fotin, Director General of LLC Baimskaya“ Baimskaya “Baimskaya“.
