Deputy Prime Minister Tatyana Golikova spoke at the College of the Federal Agency for Nationalities. As part of the event, the results of the work of the FADN of Russia over the past year were considered and plans for the future were scheduled.
“2025 was marked by an important date-the 80th anniversary of the Victory in the Great Patriotic War, which showed the highest level of civil unity, the commitment of our citizens, regardless of ethnocultural and confessional affiliation, to the fundamental foundations of statehood. In the current conditions of unprecedented pressure on the part of unfriendly states, we must continue to strengthen the historically established national unity, the unity of those peoples, nationalities, faiths that live in Russia, and build appropriate relations with our friends, ”said Tatyana Golikova. “State national policy is a very complex and sensitive direction, where continuous, systemic work is needed that requires constant feedback and improvement.”
She noted that the main tasks and directions of the implementation of state policy are determined by its strategy. Currently, a project has been developed for the period until 2036, which will replace the strategy that ends this year. Tatyana Golikova instructed Fadn as soon as possible to complete the work and ensure the coordination of the project of the strategy. The next step after its adoption will be the development of a plan for its implementation.
The main tool for implementing the strategy is the state program “Implementation of the State National Policy”. The Deputy Prime Minister emphasized that since 2025 it was possible to increase the financing of the state program by almost a third.
As Tatyana Golikova noted, the most important area of the implementation of the state program is the provision of a single subsidy aimed at strengthening the unity of the Russian nation and the ethnocultural development of the peoples of Russia, as well as to support the indigenous peoples of the North, Siberia and the Far East of the country. In 2024, 65 regions received it. Since this year, a single subsidy has been complemented by a new direction – according to the social and cultural adaptation of foreign citizens.
Deputy Prime Minister noted the work of the Agency for new regions. So, in 2023, the southwestern department of the FADN of Russia in Rostov-on-Don was created.
In addition, from this year, the agency has been implementing a project to create centers of social and cultural adaptation of foreign citizens. In December 2024, the procedure for implementing the project was approved and a list of regions participating in it was established: the Republic of Sakha (Yakutia), the Republic of Tatarstan, the Khabarovsk Territory, the Kemerovo region – Kuzbass and the Chelyabinsk region.
FADN of Russia is also a co -founder of the Assembly of the Peoples of Russia. Tatyana Golikova emphasized that the assembly should play an important role in the coordination of the work of non -profit organizations working in the field of interethnic relations and ethnocultural development of peoples.
Separately, Tatyana Golikova settled on the interaction of the agency with the Russian Cossacks. FADN ensures the implementation of the strategy of state policy of the Russian Federation in relation to the Russian Cossacks in 2021–2030. The Deputy Prime Minister emphasized that in modern conditions it is of particular importance to the Russian Cossacks of state and, above all, military service in the framework of participation in his. In addition, since 2025, the size of the subsidy provided by the All -Russian Cossack Society has been significantly increased.
In conclusion, Tatyana Golikova congratulated all those present on the decade of education of the FADN of Russia and wished success and well -being.

This decision, I am sure, along with the introduction of strategic and program-targeted methods of public administration-the approval of the profile strategy and the state program, the consolidation of powers and responsibility at all levels of power, the implementation of the state system of monitoring and preventing conflicts, the preparation and advanced training of personnel, scientific and information support-became one of the presidential decisions and his council for inters-national Relations to build a modern unified system of implementation of state national policy, ”said Magomedsalam Magomedov, deputy head of the presidential administration.
In turn, the head of the FADN of Russia Igor Barinov noted that the creation of the agency has become a new stage in the national policy of the Russian state.
“In the process of establishing the sphere of state national policy, approaches to management changed, our powers and functions expanded, infrastructure was created, and management vertical was built, and funds were consolidated for the implementation of state policy,” he said.
The head of the department noted that 10 years for the federal executive body is short. At the same time, it was these first 10 years that they laid out a strong foundations of activity in the field of state national policy.
The meeting was also attended by members of the Presidential Council on Interethnic Relations, representatives of the State Duma, members of the Public Council and College of the FADN of Russia, as well as representatives of public, scientific and expert organizations.
