The results of 2024 and the winter season were summed up at a meeting of the Government Commission for the Development of Tourism in the Russian Federation, which was chaired by the Deputy Prime Minister of Russia Dmitry Chernyshenko with the participation of the Minister of Economic Development of Russia Maxim Reshetnikov in the Zavidovo of the Tver region.
The Deputy Prime Minister noted that last year the first stage of the implementation of the national project “Tourism and the hospitality industry”, which started in 2021 on behalf of President Vladimir Putin, ended.
“According to the results of 2024, we reached all the planned indicators of the national project“ Tourism and the Hospital Industry ”. The number of tourist trips exceeded 90 million people. This is 37% higher than in 2021. In total, we have more than 872 thousand numbers in classified means of accommodation, the number of foreign tourists was 9.7 million people. We see that interest continues to grow. The successful implementation of the national project made it possible to extend it until 2030. The goals of the national project “Tourism and hospitality” set quite ambitious. First of all, it is necessary to increase the share of tourism in GDP from the current 2.9% to 5% by 2030, and increase the exports of tourism services by 3 times, ”said Dmitry Chernyshenko.
Minister of Economic Development of Russia Maxim Reshetnikov summed up the results of the winter tourist season.
“The tourist sector continues to grow. We see this according to the preliminary results of last year. We already have 85 million trips. We expect that after processing small business reports we will reach a forecast indicator of more than 90 million trips, this is 9% in addition to the last year. In this winter season, from December to February, 18 million tourists were made, which is 7.4% more than in the previous year, ”said Maxim Reshetnikov.
The leaders this season, as in the past, were Moscow, St. Petersburg, Krasnodar Territory, Tatarstan, Crimea, Sverdlovsk Region and Stavropol. At the same time, there is a redistribution of tourist flow throughout the country. For example, the number of trips to Tverskaya (+26%), Vladimir (+46%), Novosibirsk (+65.2%) and Ulyanovsk (+80%) areas increased.
Ski tourism continues to gain more and more popularity. This season, the resorts were visited by more than 8 million people. This is a quarter more than in the previous one. Traditionally, the leaders in the ski complexes of the Krasnodar Territory, the North Caucasus and Kuzbass. Good dynamics compared to last season among the resorts of Chechnya, Perm and Krasnoyarsk region, Murmansk and Chelyabinsk regions.
New resorts are opening, they will help to balance the tourist flow. This season, the Khekhcir resort in the Khabarovsk Territory, “Mamadsh” in Tatarstan, “Tsargrad” in the suburbs and “Mamison” in North Ossetia launched. By the end of the year, three more resorts in the Moscow region, Primorye and Adygea will be launched.
As part of the meeting of the Government Commission, the issues of preparation for the summer tourist season, improvement of normative regulation in the field of tourism and the classification of accommodation facilities were also discussed.
The Governor of the Tver Region Igor Rudenya presented information about the tourist development of the Upper Volga, key attractions and directions. In addition to increasing the tourist flow, which in 2024 reached 2.9 million people, the governor noted the growth of tax revenues and the share of tourism in the region of the region up to 7.9%.
“One of the drivers of tourism development is the only special economic zone of the Zavidovo, which was created with the support of the Government of the Russian Federation in the Central Federal District, where we are today. In total, 24 investment projects in the field of tourism are currently being implemented in the Tver region. This is 115 billion rubles of investments and 5400 new jobs. On the example of our region, it is obvious that state support measures ensure the development of infrastructure, the construction of new hotels, and places of attraction, ”said Igor Rudenya.
The meeting was attended by the Governor of the Tver Region Igor Rudenya, the head of the United Russia faction in the State Duma Vladimir Vasiliev, governors, senators, representatives of the Ministry of Transport, the Ministry of Emergencies, Rospotrebnadzor, the Ministry of Natural Resources, the Ministry of Agriculture, industry associations and other structures.
During the visit to the Zavidovo of the Tver region, Dmitry Chernyshenko and Maxim Reshetnikov appreciated the objects of the tourism infrastructure as part of the investment project “Zavidovo Park”: the construction site of the Family Center for Sports and Water entertainment “Zavidovo Aqua & Spa”, hotels “Ryabina”, “Erbelia” and “Brevis”. Objects are built thanks to the program of preferential lending to the national project “Tourism and the Hospital Industry” with the participation of the Tourism.rf corporation.
“Zavidovo Park” is an example of the integrated development of the territory impressive in scale and intention, implemented as part of the national project “Tourism and Hospital”. The project, the main result of which was not just the room fund as such, but, most importantly, different scenarios and opportunities for family, health, business and entertainment tourism. Thanks to the expansion, the resort will become an all -season point of attraction of the macro -regional level, where up to 1 million guests per year will rest, ”said Sergey Sukhanov, General Director of Tourism.rf Corporation.
In addition, Zavidovo is actively under construction of a modern transport and proceedings, which will combine road, water and railway tracks. The key element of this node will be the river station, which will open in the new port this year and will be able to take up to seven ships at the same time. The building of the river station is a complex of providing infrastructure of the tourist-recreational cluster “Volzhskoye Sea” for servicing travel vessels in the mouth.
Dmitry Chernyshenko and Maxim Reshetnikov got acquainted with the course of the final stage of the construction of the river station building. The plans for 2025 – more than 50 shippoints in the Port of Zavidovo. And by 2028, it will be possible to get to the resort from Moscow at a high -speed “swallow” on the new railway line, the time from the Leningrad station to the new Zavidovo TPU will be about an hour.
Dmitry Chernyshenko and Maxim Reshetnikov also appreciated the possible place of construction of the alleged campus of the branch of the Russian State University of Tourism and Service (RSUTIS). The university town may be built on the territory of the Special Economic Zone “Zavidovo” near the tourist facilities of the resort in the Konakovsky district.
