The deputy chairman of the government, Alexander Novak, held the ninth meeting of the subcommission to increase the stability of the financial sector and individual sectors of the economy, which discussed the situation in the housing and communal services, including in heat supply and water supply.
The event was attended by the Minister of Industry and Trade Anton Alikhanov, Minister of Construction and Housing and Communal Services, Irek Fayzullin, representatives of the Federal Assembly, federal executive bodies, the Bank of Russia, investment banks, enterprises of the housing and communal services complex, heat-power and water supply.
“The housing and communal sector refers to the sectors of the economy that are of strategic importance for the country. The stable functioning and sustainable development of enterprises of the housing and communal services, heat power and water supply is one of the priorities of the government. That is why we need to track the work of the system -forming enterprises of the industry in real time and quickly apply the support measures necessary for their sustainable functioning, ”said Alexander Novak.
The Minister of Construction and Housing and Communal Services, Irek Fayzullin, reported on the situation in the housing and communal services following the results of the first quarter of 2025, including in heat supply and water supply, and proposed support measures that would allow industry enterprises to stably function in the conditions of the current monetary policy.
“The key tool for updating the housing and communal services system will be the federal project“ Modernization of the communal infrastructure “, which is part of the national project“ Infrastructure for life “, aimed at achieving the goals marked by the President of Russia in Decree No. 309. The register of extra -budgetary financing is an important moment. To improve the quality of utility services, the regions need to actively interact with The business community, attracting means for modernizing the heat and water supply and sanitation systems, as well as updating the production facilities of housing and communal services systems, ”said Irek Fayzullin, Minister of Construction and Housing and Public Utilities of the Russian Federation.
Among the current calls for housing and communal services, heat and water supply are incomplete collecting payments for services, a shortage of investment sources at a high cost of borrowed funds, the need to index the wages of employees to exclude a personnel deficit.
Alexander Novak instructed the federal executive bodies to work out the proposals of the Ministry of Construction and Housing and Communal Services for measures to support sectors of housing and communal services, heat supply and sanitation. The Ministry of Economic Development and the Ministry of Finance is instructed to offer sources of financing for their operational use and evaluate the consequences of specific measures for federal and regional budgets.
“I ask the Ministry of Economic Development to continue the constant monitoring of the situation in the system -forming enterprises of the housing and communal services industry in order to quickly take the necessary anti -crisis measures,” Alexander Novak, if necessary.
