Deputy Prime Minister Tatyana Golikova spoke at the expanded college of the Ministry of Labor, which was held at the National Center “Russia”. As part of the event, the results of the work of the Ministry of Labor and Social Protection and tasks for the medium term were considered. As Tatyana Golikova emphasized, the decree of the president of the country defined national development goals until 2036. The first and most important of them is the preservation of the population, strengthening health and increasing people’s well -being, family support.

The State Programs of the Russian Federation “Social Support of Citizens”, “Employment of the Population”, “Available Environment” are aimed at solving these problems. All new national projects have been tested for family -center.

From this year, the new national project “Family” has started. It is planned to send almost 18 trillion rubles from the federal budget for its implementation for six years.

“With the participation of a wide expert community, parliament, regions, and parent community, a strategy for the implementation of family and demographic policy was approved, and the support of large families until 2036. Its main tasks are the preservation of the population by increasing the birth rate, the implementation of a family -oriented demographic policy, taking into account national and sociocultural characteristics, the protection, support and protection of the family by increasing the welfare and quality of life and support in special life situations. According to preliminary results of the first two months of 2025, 24 regions demonstrated positive dynamics of birth rate. I would like to note Sevastopol, Komi, Crimea, Kaliningrad, Pskov, Tyumen and Belgorod regions. Today, each subject of the Russian Federation has adopted programs to increase the birth rate, ”said Tatyana Golikova. She emphasized that this work should be an absolute priority for the leaders of all regions. The total birth rate is one of the indicators of assessing the effectiveness of their activities.

Particular attention is paid to 41 to the region, where the total birth rate according to the results of 2023 was lower than the average Russian level: on behalf of the president, they received support of 75 billion rubles.

As the Deputy Prime Minister noted, the second important task is to increase the well-being of families. The poverty level is also an indicator that, by decision of the President, is included in the assessment of the effectiveness of the work of governors.

Tatyana Golikova emphasized that thanks to including targeted support measures, it was possible to reduce the poverty level to the minimum since the beginning of the 2000s-7.2% according to the results of last year.

Further progress will require more targeted, verified, integrated work.

“Until 2030, it is necessary to achieve poverty levels below 7% and below 5% by 2036. The emphasis in this work is on the growth of income of large families. The first step in this direction is the introduction of a family tax payment for parents of two or more children since 2026, ”said Tatyana Golikova.

In addition, it is important to reduce the gap in the inequality of the income of the population.

“From January 1, 2026, we are returning to a two -stage indexation of insurance pensions. From February 1, payments will increase in terms of actual inflation for the previous year, that is, for the 2025th, and from April 1-for indexation on the growth rates of the wage fund. This, of course, is a more significant increase in the income of our pensioners, ”said Deputy Prime Minister.

She also noted that it is necessary to increase the coverage of elderly citizens with active longevity programs. By 2030, more than 40% of older citizens should be involved in these programs.

Special attention to citizens with special needs.

Every year, about 1.3 million disabled people need comprehensive rehabilitation and habilitation.

From March 1 of this year, new approaches to the provision of services in the main areas of integrated rehabilitation based on standards have been identified. Therefore, this year it is necessary to work with the regions “road maps” to ensure the work of all institutions by 2030 according to such standards.

Another significant task is to increase up to 500 thousand people by 2030 long -term withdrawal.

Separately, Tatyana Golikova settled on issues of personnel support of the economy. And here the main tool is the national project “Personnel”. The Deputy Prime Minister emphasized that it is necessary to ensure timely and high-quality preparation of the forecast of personnel need.

In addition, on behalf of the President, before December 1, it is necessary to determine the list of professions, specialties, areas of preparation to ensure technological independence and technological leadership. In the development of this, as a separate part of the personnel forecast, it is necessary to provide for the personnel security indicator of technological leadership projects and develop a “road map” of the relevant measures, including training, a change in control figures for reception, and an additional professional education program.

A special task is to vocational orientation and employment of youth. By 2030, the level of employment of graduates of universities and colleges should be more than 80%within two years after the release. According to Tatyana Golikova, a high level of youth employment in the Khanty-Mansiysk Autonomous Okrug, the Tyumen, Voronezh, Volgograd regions, the Yamalo-Nenets Autonomous Okrug is already noted.

Updated personnel centers should reformat work and become assistants for citizens, effective personnel agents for companies, centers of examination of the labor market for regional authorities.

From January 1 of this year, an individual employment plan has been applied – a new client -centric document that forms the employment service on the Russian Work portal taking into account the individual characteristics of the citizen and the state support measures recommended to him. For citizens with special needs on the portal, a separate section has been created with information about current support measures, available vacancies, internships or practitioners for disabled people.

Also, in the framework of a new measure to co -financing the re -equipment of jobs for citizens with disabilities and veterans, 33 thousand such jobs should appear. As a result of a comprehensive modernization of employment centers, the average employment time of citizens should be reduced by 25%.

The Minister of Labor and Social Protection Anton Kotyakov made a report on the main results of work and tasks for next year.

The head of the department emphasized that the important direction of the ministry is ensuring economic growth and personnel sovereignty.

“For the first time, a forecast for the personnel need for a five -year period has been prepared. Indicators of labor productivity, industry forecasts, forecasts for the development of territories, and demographic trends were taken into account. In the All -Russian survey of employers, 260 thousand companies took part. Given the terms of training specialists from this year, we move on to forecasting for a seven -year period. The All -Russian survey of employers for this elongated period has already started on April 1. In less than a week and a half, 23 thousand companies have already taken part in the survey, ”said Anton Kotyakov.

The results of the surveys allow the education system to more accurately reconfigure the training of personnel.

The renewal programs of adult applicants are also being completed. A no less important role is played by career guidance, supporting students, increasing the prestige of working professions.

Another block of tasks is associated with the transfer to the principles of the social treasury of regional support measures. The head of the Ministry of Labor spoke about setting up regional support measures on a single digital platform. 11 entities are already involved in this work.

Special attention – the older generation and support of citizens with disabilities.

“Today, we must pay close attention to the quality and accessibility of rehabilitation. Three aspects are critical here: providing technical means of rehabilitation, improving the quality of rehabilitation assistance and ensuring its availability, ”Anton Kotykov designated the key tasks of the industry in this area.

For this, the purpose of TSR in individual rehabilitation (abbreviations) at the level of medical and social examination has already been detailed, and social testimonies began to take into account the TSR. In order to increase the convenience for citizens from January 1, 2025, you can apply for security 60 days before the expiration of the TSR use period.

To improve the quality of rehabilitation assistance to the Ministry of Labor, 25 standards of rehabilitation assistance were developed for all types of rehabilitation and target groups.

The whole social block pays special attention to the support of veterans of a special military operation. For personnel centers, a standard for individual support for veterans of their own and members of their families has been developed. The issues of rehabilitation and providing means of technical rehabilitation of fighters are taken on special control. Since the New Year, the rehabilitation centers of the social fund, which were previously used only for the rehabilitation of the victims in production, began to be accepted for rehabilitation and sanatorium-resort treatment of Veterans of SO.
