The Minister of Transport Roman Starovoit announced the completion of the investigation of the causes of the crash of tankers in the Kerch Strait. Two commissions of the Rostransnadzor with the participation of experts of the Ministry of Transport and Rosmorrechflot completed an investigation into the reasons for the crash of Volgonft-212 tankers and Volgonft-239.
“The main causes of emergency cases, according to the conclusion of the commission, are non -fulfillment by captains of the courts and shipowners of restrictions on the season of swimming vessels in the sea waters of the Sea of Azov and the Kerch Strait. In addition, the crews of the courts were not equipped with qualified personnel in accordance with the legal acts of the Ministry of Transport of Russia. The materials of the investigation will be transferred to the Investigative Committee of the Russian Federation, ”said Roman Starovoit.
According to the results of the investigation of the Rostransnadzor commission, they also prepared a number of proposals on organizational and legal measures that will avoid such accidents, including introduce preventive monitoring of the enforcement of restrictions on the season and the dates of surveillance for them and the terms of surveillance.
In turn, the Federal Service for Supervision of Nature Management was calculated by damage to the ecology caused as a result of the collapse of tankers in the Black Sea.
“The total amount of the requirements presented to the company-prisoners amounted to 84,943,948,679 rubles. The amount of the calculated harm in relation to the owner of the Volgonft-212 tanker-LLC Kama Shipping “-amounted to 49,460,085,849 rubles. In relation to Volgatransneft CJSC, which is the owner of the Volgoneft-239 tanker, the amount of harm caused to the Black Sea, amounted to 35,483,862,830 rubles. The companies that have been presented have one month for voluntary compensation for harm. after this period, the claims will be sent to the court, ”said the head of Rosprirodnadzor Svetlana Radio.
