Deputy Prime Minister Dmitry Patrushev spoke at a meeting of the final board of the Federal Service for Veterinary and Phytosanitary Supervision. The event summed up the work over the past year and outlined further plans.
“Over more than 20 years of work, the Federal Service managed to create an effective system of Russian protection from biological threats. At the same time, the president set the goal before the agro -industrial complex by 2030 by a quarter to increase production volumes and increase exports one and a half times. We must also provide agrarian sovereignty. The entire industry is concentrated on the implementation of these landmarks – in particular, the government approved the new national project “Technological support for food security“. It is important that the growth of products is inextricably linked with the control of the process of its production and quality, ”said Dmitry Patrushev.
The Deputy Prime Minister emphasized that, despite the tense environment associated with animal diseases around the world, the epizootic situation is stable in Russia. Specialists of the Rosselkhoznadzor are conducting preventive measures in production, studies of the livestock for the presence of diseases, labeling, accounting and vaccination of animals.
Dmitry Patrushev focused that the Russian government supports the creation of domestic drugs for veterinary use. It is planned to send about 5 billion rubles to the relevant federal project of the new national project “Technological support for food security” until 2030.
“The Rosselkhoznadzor created a strong scientific base. So, the Federal Center for Animal Protection has been developing vaccines for several years. Only in 2024, 14 new drugs appeared on its site for the prevention of cattle, poultry and pets, ”said Deputy Prime Minister.
In 2025, the information system in the field of veterinary medicine commissioned a new function on the prescription vacation of veterinary drugs, which will increase the traceability of the use of antibiotics, as well as enhance control over the prescription of the corresponding treatment of animals.
In terms of supervision of the proper use of agricultural lands, Dmitry Patrushev said that only in 2024, due to the relevant events, more than 330 thousand hectares were additionally returned to the circulation. And in five years – almost 1.5 million hectares of land. In the field of supervision of the competent use of pesticides and agrochemicals, according to the results of monitoring in 2024, the Federal Service revealed about 300 violations of the rules for handling pesticides.
The Deputy Prime Minister emphasized that in Russia one of the best practices of control and supervision activities in the field of agricultural industry is established. Modern technologies provide great help to Rosselkhoznadzor. The introduction of information systems also helps to reduce the volume of falsifications in the market.
Dmitry Patrushev noted that in 2024, Russia retained the status of a net exporter of food.
“Over the past year, the volume of crop production aimed at export exceeded 87 million tons, which is 2.6 million tons more than a year earlier. Separately, I note the increase in the supply of Russian grain to the markets of the countries of Africa, Asia and Latin America. Shipments of grain processing products have also increased. In 2024, exports in this segment added almost 20% and exceeded 3 million tons. External supplies through the livestock farming also increased. The export of the meat group is almost a third, and the milk is 18%. This was also facilitated by work to open new markets. So, over the past year, the admission of 58 types of livestock products was received in 16 countries, ”said Deputy Prime Minister.
Dmitry Patrushev called on the Ministry of Agriculture of Russia and Rosselkhoznadzor to continue dialogue with foreign partners to expand the capabilities of domestic exporters.
At the end of the speech, the deputy chairman of the government emphasized the importance of the development of the analytical component of information systems that are used in the industry, and their integration with the platforms of the relevant ministry, as well as the construction of the Rosselkhoznadzor of more complex disturbances detection. Such consolidated work of departments will continue to develop and achieve high results.
