As part of a working trip to the Primorsky Territory, Deputy Prime Minister – Presidential Plenipotentiary Representative to the Far Eastern Federal District Yuri Trutnev held a meeting on the status of the implementation of national projects and projects under the presidential Far Eastern unified subsidy; met with residents of the Russky Innovation Science and Technology Center, who presented their projects in the biomedical and pharmaceutical areas; discussed work on patriotic education with students of the Far Eastern Federal University.

“The President of the Russian Federation Vladimir Vladimirovich Putin set us the task of achieving a confident increase in the quality of life in the regions of the Far East to a level above the Russian average. This work must be carried out regardless of the situation in the country. Schools and hospitals must be built, new kindergartens and stadiums must be opened, roads must be updated. Each facility that is being built in the Far East solves specific problems to improve the quality of life of people and develop the social sphere. I ask the governor of the Primorsky Territory and federal ministries to pay attention to the current status of work in this area,” Yuri Trutnev opened the meeting.

In 2025, in the Far Eastern Federal District, work within the framework of national projects is being carried out at 107 sites. In the Primorsky Territory, 12 facilities should be built and put into operation within the framework of national projects, and 89 facilities should be renovated.

The pace and quality of work on facilities under construction were discussed. Attention was drawn to the development of design estimates and it was noted that timely commissioning of facilities is a key priority for joint work at both the regional and federal levels.

Using funds from the presidential Far Eastern unified subsidy provided from the federal budget through the Ministry of Eastern Development, this year in Primorye the implementation of 11 measures to create and modernize social infrastructure should be completed. Four events were implemented: a sports and recreation complex was put into operation in Nakhodka, work was completed on installing a school gym in the city of Partizansk, 65 modern workshops were created, a project was implemented within the Patriotic ASEZ. Work continues on seven activities that should be completed by the end of 2025.

In total, during the period from 2018 to October 30, 2025, thanks to the presidential Far Eastern unified subsidy, 35 social and engineering infrastructure facilities were built (2 clinics, 8 first aid stations, a school for 600 places, 2 kindergartens (for 470 places), 7 school gyms, 5 sports facilities and 3 sports grounds, 5 cultural facilities, 2 transport infrastructure facilities). In addition, 58 social facilities were renovated, 300 public spaces and 400 courtyard areas were landscaped, rental housing was built (purchased) for employees of the Zvezda Sports Complex (756 apartments), equipment was purchased for 77 social institutions, 101 workshops were created, and 143 units of specialized transport were purchased. Projects were implemented in the Patriotic ASEZ (2023, 2024–2025).

Issues of interaction with construction organizations within the framework of the federal law “On the contract system in the field of procurement of goods, works, and services to meet state and municipal needs” were discussed. Yuri Trutnev instructed the Ministry of Eastern Development, together with the Primorsky Territory, to make proposals for adjustments to the selection of companies involved in sites within the framework of national projects and the presidential Far Eastern unified subsidy.

Yuri Trutnev also instructed the Ministry of Eastern Development to increase attention to the need to comply with deadlines for the implementation of national projects and the presidential Far Eastern unified subsidy according to the approved schedule.

The progress of the implementation of a large-scale project for the construction of a city – a satellite of Vladivostok – was considered. The project is aimed at creating a comfortable, comfortable and safe living environment for about 200 thousand people in the suburbs of Vladivostok. Currently, work continues on the infrastructure provision of the Zapadnaya site and others in terms of electricity and gas supply. Engineering networks are being designed. Issues of attracting investors as part of the first stage of the project were discussed. In particular, proposals were presented for the creation of recreational, sports, business infrastructure and housing construction facilities on the land plots of the De-Fries site – up to 450-500 thousand square meters. m. The pace of implementation of the DNS City project, one of the largest private projects for the integrated development of territory in the Primorsky Territory, was also assessed. On a site of 125 hectares, the DNS Development group of companies will build 650 thousand square meters. m of comfortable housing with high-quality amenities.

On the same day, Yuri Trutnev held a working meeting with residents of the Russky innovative scientific and technological center, who presented their projects in the biomedical and pharmaceutical areas.

Developments in pharmaceuticals and the creation of medical products, projects in the field of biotechnology of plant raw materials and others were presented.

Following the meeting, Elena Kharisova, General Director of the Russky INTC Development Fund, noted that the visit of the Deputy Prime Minister and the presentation of projects became a symbol of the center’s transition from the design stage to real work. “The main value of INTC “Russian” is in the applied result. We concentrate resources on ensuring that innovations move into industry, that jobs are created and new companies grow. This is a practical model of technological development in Russia, in which the result is measured by specific products, patents and the economic effect for the region,” she added.

According to the rector of the Far Eastern Federal University, Boris Korobets, the university’s participation in the development of the INTC ensures the formation of a new model of interaction between science and industry in the Far East: “Today, technological universities are becoming the core of the development of new industries. The connection between science and business is important not only for the creation of technologies, but also for the transformation of education itself. Our task is to generate scientific results and transform them into new knowledge, products and training practices. Without people with relevant competencies, not a single technology will work – that’s why on Russky Island we are building a model where research, training and industrial cooperation form a single development path.”

“The technological development of the Far East needs to be strengthened. Today the world is in the stage of transition to another formation. New, modern energy sources and materials are appearing, and work is underway to create microelectronic elements that are completely new in operating principles. This is a very important story that, in fact, transforms the world. And we cannot remain on the sidelines. We still have a lot to do. That the INTC is being built is good, but it’s not about the walls. We can build wonderful walls, but the most important thing is who will work within these walls and what will be created there. I would refrain from any victorious reports for now. There is still a lot to be done,” Yuri Trutnev emphasized.

The Deputy Prime Minister also held a meeting with FEFU students. It was attended by representatives of the leading patriotic associations of the university, who shared their initiatives being implemented in the Far East and beyond.

Volunteers from the Primorsky regional branch of the All-Russian Student Rescue Corps spoke about work in the humanitarian mission zone and about the “School of Humanitarian Missions” project, created on the basis of FEFU. Activists of the “Medical Volunteers” movement spoke about their work to assist soldiers of a special military operation during the rehabilitation period, as well as about preventive actions aimed at developing a culture of health and mutual assistance. Participants of the historical association HistEast shared the results of the annual Memory Watch “Rzhev – Far East”, within the framework of which students take part in search work and reburial of soldiers of the Great Patriotic War. Activists of the FEFU Student Media Center spoke about their patriotic media projects dedicated to modern heroes and participants of the Northern Military District, and presented new plans for the development of documentary formats aimed at preserving historical memory.

Currently, FEFU has 14 patriotic student associations that are actively involved in supporting the families of SVO participants and collecting humanitarian aid. FEFU regularly invites participants of a special military operation to meet with university students as part of the patriotic intensive “Listening Out to the Important”, as well as events of the patriotic club “I’m Proud” of FEFU. During the 2024 calendar year, the university held 19 meetings, the participants of which were about 20 thousand university students.

“We have a very strongly developed volunteer movement. The public organizations that were presented here today are the fruit of the joint work of the Primorsky Territory Youth Agency, the Far Eastern Federal University and the students who study here. They travel to the liberated territories, bring humanitarian aid there, conduct classes in tactical medicine and first aid in classrooms and schools,” said Oleg Kozhemyako, Governor of the Primorsky Territory.

During the meeting, Yuri Trutnev proposed opening a branch of the “Warrior” center for the development of military sports training and patriotic education of youth in Vladivostok.

Summing up the meeting with students, Yuri Trutnev emphasized the importance of patriotic education of youth for strengthening the country. “It is important that it is at the Far Eastern Federal University that patriotic associations have been created. I am confident that the word “patriotism” should permeate all education. This should be common in the upbringing of any young person. When we all love the Motherland, it becomes stronger,” he said.
